ASSIGNMENT DESCRIPTION

The World Bank seeks the services of an economic advisory or development consulting firm(s) and/or academic/technical experts to carry out an expansive desk review of certain selected areas regarding public expenditure reviews (and systems) across the water sector. Water sector includes water supply and sanitation, agriculture, energy, flood and drought management. This review will form the basis of a technical report that will provide practitioners, policy makers and governments with practical information to better use information on public expenditure in the sector to further economic efficiency, equity, and allocation of resources to obtain outcomes that hinge upon adequate management of water resources. The purpose of this consultancy is to use available research and data to develop a series of background papers, which will be revised by the project team using additional case studies and country specific data analysis.

Problem Statement

Public Expenditure Reviews (PERs) typically involve the analysis of allocation and management of public expenditures in a country and may cover all government expenditure or focus on a few priority sectors such as water, agriculture, infrastructure, etc. Information obtained from PERs is used to provide guidance to strategic planning and budget preparation and to identify ways to improve the efficiency and effectiveness of resource allocations. PERs with a sector focus provide an independent assessment of the adequacy, appropriateness and effectiveness of spending in a given sector as well as inform any future revisions of sector plans based on sector targets, available resources, and fiscal space.

The Water GP is conducting PERs in a number of countries across the world to better understand how public funds are being allocated and spent in the Water sector in the respective countries. Since the water sector is itself crosscutting, it often interacts or intertwines with other major economic sectors and its public management is fragmented across multiple ministries and line agencies. Very few countries have one ministry that hold the ultimate authority over its water resources. However, as water resources call for a systems approach which factors in all the hydrology, environment, and trade-offs among uses and users, many countries have sought to implement an integrated water resource management (IWRM) strategy or a nexus approach that respects the need for a holistic approach. Given the fragmented nature of water governance, the knowledge on the effects of a disaggregated public financial management system and the public expenditures in the whole sector often remain elusive. The different layers of government, especially in decentralized nations, add to this complexity.

Therefore, when possible, the Water sector PERs (WaPERs) are intended to take a comprehensive approach towards the sector, including all its subsectors such as water supply and sanitation in rural and urban areas, water resources management including flood and drought management, irrigation, and hydropower, wherever relevant. The objective is to improve our understanding of how the public funds are spend; how well public funds are spent and the funding, and financing gaps in the sector that will help the governments in the allocation, utilization and mobilization of resources to meet the sector goals.

This task seeks to develop a layered and comprehensive analysis of public expenditure management systems (PEMS) and their reviews for the entire water sector spanning multiple government institutions. It will draw from theory, case studies, past PERS, budget documents and available public expenditure databases to help advance the discussion on PEMS and PERS.

The selected firm will conduct a desk analysis encompassing the following tentative topics and produce distinct and self-contained background papers on public expenditures pertaining to the water sector:

1. Quantifying the amount and share of public expenditure, analyzing the trends and patterns (by subsector) across countries (by World Bank regions and income groups) using BOOST data, publicly available budget data, TrackFIn and GLASS initiatives;
2. Quantifying donor financing in the sector, analyzing the trends and patterns (by subsector) across countries (across World Banks regions and income groups), using BOOST data, OECD database, publicly available budget data, TrackFin and GLASS initiatives;

3. A brief overview of the budget process and the public expenditure management systems that span the water sector and the determinants of level and share of public expenditure.

4. How has decentralization and fiscal devolution affected expenditure allocation, execution and outcome? Examination based on case studies of successful cases (developed countries and developing countries) and of countries where fiscal devolution has remained incomplete and ineffective.

5. Analysis of the effects or impacts of donor and NGO financing on public expenditures (for instance, crowding-out effects etc);

6. Many PERs have identified that it is not just a matter of the level of spending but how it is executed and targeted. How can bottlenecks in budget execution be identified? Various approaches towards improving budget execution such as improving transparency and reporting, performance grants and participatory monitoring?

7. Historical overview of expenditure in water sector public goods. From community managed to government driven and privatization/PPPs, focusing on literature on developed country experiences.

8. Review/summary of the most up-to-date, reliable methods and data needs to perform high quality WaPERs that assess economy, efficiency, efficacy and equity of public expenditures.

9. Case studies on: a) participatory budgeting; b) Performance budgeting and the role of public expenditure reviews; c) Leveraging PERs as counterparts to internal budget and audit processes for capacity building; d) Institutional framework, incentive structures and pollical economy, e); COVID-19 and budgetary impacts.


The firm will analyze any existing data, as necessary, but will not be expected to travel for or conduct any data collection. The firm will undertake in-depth, high quality research and analysis on each of the topics and produce a series of self-contained background papers, in close consultation and collaboration with the designated World Bank task team.

The selected consortium shall possess the following qualifications: (i) Experience in performing comprehensive desk reviews on financial and institutional matters across the water sector of developing countries (experience public finance management is preferred); (ii) Expertise in analyzing public finance data and undertaking econometric as well as qualitative analysis; (iii) Experience in analyzing, synthesizing, and integrating vast amounts of qualitative and quantitative information to present a comprehensive assessment in easily understandable terms for policy and program decision makers; and (iv) Experience in the political economy of budget planning and execution, and related communications strategies.

The World Bank now invites eligible consulting firms or individuals to indicate their interest in providing these services; indicating which topics they are best suited to undertake. EOIs should include a summary of firm profile and capability, snapshots of relevant experience including prior reports developed through desk analyses within the water and sanitation sector, and short biographies of staff who might be working on this assignment, with their expected level of effort. EOIs are strictly limited to 20 pages in length including all attachments. Consulting firms may associate to enhance their qualifications.

This assignment will be administrated and supervised by the Washington DC office of the World Bank. The consulting firm will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Revised October 1, 2006 & May 1, 2010.
