Tender Details

Tenders are invited for Design, Supply, and Installation of 66 kV Transmission Lines and 66/33/22kV Substations.

1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online; Number AfDB48-01/17 of January 23, 2017 and on the African Development Bank Group’s Internet Website.

2. The Liberia Electricity Corporation (LEC) has received Financing from the African Development Bank in various currencies towards the cost of Design, Supply, and Installation of 66 kV Transmission Lines, 66/33/22 kV Substations, and Distribution Network in Paynesville, Schefflin, Ria Corridor, and Pleebo to Fishtown. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for
• Lot 1: 66 kV Transmission Lines and 66/33/22kV Substations;

3. The Liberia Electricity Corporation (LEC) now invites sealed bids from eligible bidders for the Design, Supply, and Installation of 66 kV Transmission Lines, 66/33/22 kV Substations, and Distribution Network in Paynesville, Schefflin, Ria Corridor, and Pleebo to Fishtown.

4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the offices indicated below, On working days from Monday to Friday 8am-5pm GMT)


5. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a nonrefundable fee of Two Hundred United States Dollars (USD 200.00). The method of payment will be by Bankers Check in favor of LEC or paid in cash to the Finance Office, 1st Floor, LEC Central Office. Alternatively, a direct payment into Liberia Electricity Corporation Cash EPP No: 0011134701652405, (Swift Code No. ECOCLRLM) held with ECOBANK LIBERIA LTD and submitting the payment advice as evidence to collect the Bid Documents. An additional amount will be charged for deliveries by courier.

6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Goods or Procurement of Works.

7. Bids must be delivered to the above office on or before 10.00am GMT on October 30, 2018 and must be accompanied by a security of USD 350, 000 for LOT 1.

8. Bids will be opened in the presence of bidders’ representatives who choose to attend at 10.00 am GMT on October 30 2018 at the offices Conference of Liberia Electricity Corporation (LEC), Waterside, 1000 Monrovia, Liberia.
