Expression of Interest are invited for Design of Potential Renewable Energy Projects in Ebeye and the Outer Islands of the Republic of the Marshall Islands.

The World Bank is looking for a consulting service to assess the Solution 2 Ebeye- Centralized storage and control system Solution 3 Outer islands - Mini-grids that will inform the preparation of the Sustainable Energy Sector Development Project (SEDeP) Phase 2 operations.

The assessment will include the following tasks:
Task 1: Preparation for the installation of solar PV and battery storage system in Ebeye under SEDeP phase 2.
Specifically the Consultant will be expected to:
(Task 1-1) Make a list of potential solar PV sites in ascending order of difficulty - There are several potential solar PV sites that are owned or can be controlled by the government. The consultant shall carry out a site survey in Ebeye in coordination with KAJUR, MEC, and other stakeholders to identify potential sites for installing solar PV with total capacity at least 2, 000kW .

(Task 1-2) Estimate the battery storage size. The consultant will estimate the appropriate size of battery storage to be connected to KAJURs power system considering the existing solar PV and the foreseeable future RE including several solar PVs suggested by the WB based on the output from Task 1-1.

(Task 1-3) Prepare technical specification forsolar PV and battery storage system
Based on the output from Task 1-2, the WB will provide the size of battery storage. The consultant will prepare and recommend technical

Task 2: Design of mini-grids in Wotje, Jaluit, Rongrong, and Santo will include the following sub-tasks:
(Task 2-1) Update the data of the existing energy supply systems in outer islands and refine the option suggested in the WBs study in 2016 - The consultant shall visit the three outer islands to gather the latest data and reassess and refine the option described above in terms of technology, size, and budget. The consultant shall submit the refined option to the WB for approval before proceeding with subsequent steps.

(Task 2-2) Design the implementation for the potential future bidding - No site selection was undertaken as part of the WBs study in 2016. Based on the site survey in Task 2-1, the consultant shall design the implementation of the refined option and prepare the drawings to be attached to a 1-stage bidding document. The consultant shall submit the drawings to the WB for approval before proceeding with subsequent steps.

(Task 2-3) Prepare technical specification for the potential future bidding - Based on the output from step (i) and (ii), the consultant will prepare and recommend technical specification to be attached to a 1-stage bidding document

Full Terms of Reference (TOR) will be issued with the Request for Proposals (RFP) package, and will contain a more detailed description of the scope of services to be provided and the technical specifications taking account of the feedback and suggestions provided by Vendors at the REOI stage.
