The Government of the Republic of Mali has received funding from the African Development Bank Group to cover the cost of the Malaria Economy Competitiveness Support Project (MCAP), and intends to use a part of the sums granted under this grant to finance the consulting services contract for the design, development and deployment of a Land Information System / Single Window of Property (SIF / GUF) in Mali.
The services provided under this contract will generally make it possible to design, develop and deploy a Land Information System / Single Window of the Land (SIF / GUF).
The purpose of the SIF / one-stop land office will be to facilitate and simplify land and land formalities by enabling users to carry out related operations in one place.
More specifically, it will allow:
users to perform in one place (GUF) land and land formalities;
to strengthen the technical and professional level of services and land actors through the computerization of land and land management;
centralize land and land information;
to identify and automate land and land processes in order to harmonize land and land management procedures;
simplify, reduce processing times and facilitate file tracking;
improve the effectiveness and efficiency of land and land management;
to increase the level of revenue mobilization related to land;
to have a portal for the administration and for the general public to disseminate information.
The total duration of the benefit is twelve (12) months and its start is envisaged in December 2019
The Malian Economy Competitiveness Support Project (PACEM) invites Consultants to apply for the services described above. Interested consultants must provide information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, availability of qualified personnel, etc.). Consultants can partner to increase their chances of qualification.
The eligibility criteria, the shortlisting and the selection procedure will be in line with the " Procurement Framework for Bank Group-financed Operations ", October 2015 edition of the African Development Bank, which is available on the Bank's website at http://www.afdb.org .
Interested consultants may obtain additional information at the address indicated below during the following office hours : 9:00 am to 4:00 pm (local time) Monday to Friday.
