Object of the contract
A two-phase competition will select the best projects and ideas for the planning area by the beginning of 2021. The first phase begins with a European open tender. The 2 phase consists of a paid consultation of the selected teams. The purpose of the competition is to develop an urban planning concept for an area west of the city center, on the main road in the direction of the west, the road to Arlon. The main advantages of this large area of about 10 ha are its proximity to the city center, its attractive transport connections, the fact that it is well served by public transport (tram ahead) and its location between 2 living quarters. In addition to the current national football stadium andother sports facilities, the study area includes the buildings of the hygiene service, the recycling center and the fire and ambulance service of the city of Luxembourg, a power station, a collective building, a nursery and a set of buildings and a free ground belonging to the Franciscan order. The short or medium term relocation of buildings on the islandIt would give the opportunity to redevelop space to make a new use. The area concerned, about 83% of which is the property of the city of Luxembourg, will in the future be able to play an important role in the creation of housing offers for the population of the city. The participants will have to develop a concept of urbanism that exploits the potential of the area and proposestargeted solutions to the difficulties raised by the creation of this new district. The goal is to create a variety of affordable housing and density that is compatible with the surrounding area. It is expected that the majority of housing will remain the property of the city of Luxembourg and will be offered for rent. In addition, the new neighborhood will have to provide for mixed uses responding to bcurrent needs as well as public infrastructure (public spaces and attractive green areas, nursery, shops, meeting center, multisport field) and relaxation areas.
