Tender Details

Tenders are invited for Design and Build, Supply, Installation and Commissioning of New Water Supply System in Stung Treng, Cambodia.

1. The Royal Government of Cambodia has received financing from the Asian Development Bank (ADB) toward the cost of Urban Water Supply Project. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Industry & Handicraft (“the Employer”), on behalf of the Royal Government of Cambodia invites sealed bids from eligible Bidders for the design, construction and completion of Stung Treng Water Supply System (“the Facilities”).

3. International Competitive Bidding will be conducted in accordance with ADB-s SingleStage: One Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• Participation of at least one (1) contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed contract and the value of the Bidders participation exceeds $10.00 million. A contract of similar nature involves supply, installation, commissioning; and construction of a water supply system comprising of at least water treatment plant and water distribution network;

• Net Worth for the financial year 2018 calculated as difference of total assets and total liabilities should be positive;

• Minimum average turnover of US$12 million calculated as totaled certified payments received for contracts in progress or completed within the last three (3) years (2016, 2017, and 2018).

6. To purchase the Bidding Documents in English, eligible Bidders should:
• write to the address above requesting the Bidding Documents for MIH/UWSP/ICB
C2/REBID: DESIGN and BUILD, SUPPLY, INSTALATION AND COMMISSIONING
OF New Water Supply System in Stung Treng, Cambodia; and
• pay a non-refundable fee of US$ 150 by cash and direct deposit by Bank transfer to:

Bidding Documents may also be collected in person during office hours at the location
stated above with a letter from the interested Bidder authorizing the person to acquire the
Bidding Documents on its behalf.
All Bidders who participated in the first bidding exercise will not be required to pay the
non-refundable fee prescribed above.
7. Deliver your bids:
• to the address above;
• at or before 10:00 hours (local time - Phnom Penh) on 30 October 2019;
• together with a Bid Securing Declaration as described in the Bidding Document.
Late bids will not be accepted.
Bids will be opened immediately after the deadline of bid submission in the presence of
Bidders` representatives who choose to attend.
8. When comparing Bids, ADB-s Domestic Preference Scheme will be not applied.
