The United States of America, acting through the Millennium Challenge Corporation (“MCC”), and the Republic of Liberia, acting through the government thereof (the “Government”), have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Liberia (the “Compact”) in the amount of approximately $256, 726, 000 USD (“MCC Funding”). The Government, acting through the Millennium Challenge Account-Liberia (the “Employer”) intends to apply a portion of the MCC Funding to eligible payments under a contract associated with this Invitations for Bids. Any payments made by the Employer under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the Employer shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the website of the Employer, http://www.mca.gov.lr.
The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia:
a) lack of access to reliable and affordable electricity, and,
b) Inadequate road infrastructure.
To address the two binding constraints to economic growth, MCC and GOL designed the Compact program to consist of the following two Projects: (i) the Energy Project; and (ii) the Roads Project. Under these two Projects, Compact includes funding for the rehabilitation of the Mt. Coffee Hydroelectric Plant, development of a training center for technicians in the electricity sector, support for the creation of an independent energy sector regulator and support for the development of a nationwide road maintenance framework. The project will be implemented by Millennium Challenge Account Liberia (MCA-Liberia) for a period of five (5) years from the date of entry into force of the Compact.
This IFB follows the General Procurement Notice that appeared in dgMarket on May 20, 2018, UNDB online of May 21, 2018, MCA-Liberia Website (www.mca.gov.lr), Frontpage Africa (Local Newspaper) and Executive Mansion Website (www.emansion.gov.lr) on May 23, 2018.
The Employer requests interested Bidders to submit sealed Bids for the execution and completion of Design - Build of LEC Training Center and BWI Training Facilities, which is being offered based on the Schedule of Prices. All eligible Bidders are encouraged to apply. Please note that no pre-qualification has been undertaken for this procurement. The selection process, as described, includes a qualification step, which shall include a review of past performance, and a reference check and shall be subject to verification prior to the contract award.
A Contractor will be selected using the Competitive Bidding procedures as described in the Bidding Document accompanying this Invitation for Bids. Bidders are advised that these procedures are governed by MCC Program Procurement Guidelines which can be found on the MCC website. Although these procedures are similar to those set out in the World Bank Standard Bidding Documents for Procurement of Works, there are several significant differences and firms are advised to review these instructions carefully.
Please note that a pre-Bid meeting will be held as described in the Bid Data Sheet (“BDS”), Section II of this Bidding Document.
All Bids must be accompanied by a Bid Security in the form and amount specified in the BDS at ITB 20.1. Bids must be delivered to the address and in the manner specified in the BDS at ITB 23.1, no later than 2:30 PM on April 25, 2019. Bids will be opened immediately thereafter in a public Bid opening at the address and time specified in the BDS at ITB 26.1.
Submissions from Bidders will be evaluated by a qualified bid review panel. The evaluation will include an assessment of the Bidders’ ability to carry out both the design and construction of the works and also of the Bidders’ proposed prices, all in accordance with Section III, Bid Review, Evaluation Criteria, and Bidder Qualification Requirements.
Bidders should be aware that distance and customs formalities may require longer than expected delivery time. Late Bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the Bidder.
