Tender Details

Tenders are invited for Design - Build Raw Water Transmission Pipeline from Mt. Coffee Hydropower Plant to White Plains Water Treatment Plant in Liberia.

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Liberia (the “Government” or “[GoL]”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Liberia (the “Compact”) in the amount of $256, 726, 000 USD (“MCC Funding”). The Government, acting through the Millennium Challenge Account- Liberia (the “Employer”), intends to apply a portion of the proceeds of MCC Funding to eligible payments under a contract associated with this Invitation for Bids. Any payments made by the Employer under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the Employer shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the website of the Employer: http://www.mca.gov.lr.

The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia:
a) lack of access to reliable and affordable electricity, and,
b) Inadequate road infrastructure.

To address the two binding constraints to economic growth, MCC and GOL designed the Compact program to consist of the following two Projects: (i) the Energy Project; and (ii) the Roads Project. Under these two Projects, Compact includes funding for the rehabilitation of the Mt. Coffee Hydroelectric Plant, development of a training center for technicians in the electricity sector, support for the creation of an independent energy sector regulator and support for the development of a nationwide road maintenance framework. The project will be implemented by Millennium Challenge Account Liberia (MCA-Liberia) for a period of five (5) years from the date of entry into force of the Compact.

This IFB follows the General Procurement Notice that appeared in dgMarket on May 20, 2018, UNDB online of May 21, 2018, MCA-Liberia Website (www.mca.gov.lr), Frontpage Africa (Local Newspaper) and Executive Mansion Website (www.emansion.gov.lr) on May 23, 2018.
