Palladium is seeking a Deputy Team Leader for DFID Harnessing the Transformative Potential of Technology to Increase Learning Outcomes for All. This 8-year multi-country Research and Innovation Hub on Technology for Education will bring together experts in technology, education, research and innovation to answer questions around which education technology interventions deliver better learning outcomes and present the greatest value for money and social return on investment.
Location: London with the possibility of location in one of the selected countries
The role
Strategic and Operational Planning
· Leads in developing overall hub strategy that connects both strands of the hub.
· Ensures the hub is at the cutting edge of exciting and innovative education research.
· Provides to hub team members operational guidance, oversight and quality assurance for all hub activities, outputs and deliverables.
· Coordinates, manages and directs adaptive management sessions with hub staff on weekly, quarterly and annual basis.
· Oversees conduct/commission of all research and analytical work; works closely with Technical Manager (TM) to ensure analytical products and project thinking are in line with DFID expectations and Palladium requirements.
· Supervises drafting of TORs for local and international experts for research and analytical products.
· Ensures project communications are aligned with project strategy.
· Is responsible for developing annual strategic plans; operational work plans and budgets; staffing plans; performance improvement plans and other plans as required, including appropriate consultation with the Project Director, Project Operations Manager, the Client and other project stakeholders.
Programme Management
· Assumes responsibility for administrative, operational and financial support required for the effective implementation of work plans on time, within budget, meeting client and stakeholder expectations and being contractually compliant.
· Supports Team Leader by implementing communications strategy, responsible for branding and logo development. Oversees content development in the form of press releases, web updates, success stories and video clips. Supervises the staff member in charge of communications.
· Is responsible for report writing and editing of internal and external deliverables, including working closely with Knowledge Manager and Monitoring, Evaluation and Learning Officer in reporting to indicators, writing reports and answering queries.
Human Resource Management
· Leads, guides, mentors and manages the performance of direct reports and ensures appropriate leadership, guidance, mentorship and management of other staff. Supervises Knowledge Manaqer to ensure the hub is learning, sharing, applying and communicating hub lessons. Supervises M&E manager to make sure correct data is being collected and reported on.
· Participates as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development.
Client Relationship and Stakeholder Management
· Maintains excellent working relationship with the client and supports the Team Leader in Client communications and in agreement of the hub's strategy, plans, resource requirements and any other contract amendments required, including taking responsibility in Team Leaders absence.
· Manages relationships with business partners, hub partner institutions and other hub stakeholders as appropriate.
· Maintains regular communication with relevant stakeholders and ensures that reporting and critical hub issues are resolved in a timely manner
Requirements
· At least 5-8 years experience working in a senior position conducting education research or working on education innovation programmes
· Demonstrated management capability of large donor programmes, overseeing programme, budgets and staff
· Strong expertise in building and managing programmatic relationships with high level stakeholders from government, civil society and donors
· Good understanding of education trends and education technologies
· Experience working with education institutions and think tanks
