Background to the assignment

CARE International has a zero tolerance towards sexual exploitation and abuse. CARE puts the well-being and safety of children, vulnerable adults and the communities we work with at the heart of its work. CARE has a preventing sexual abuse and exploitation (PSEA) policy that affirms CARE-s commitment to the welfare and protection from sexual exploitation and all forms of abuse of children, involving CARE Employees and Related Personnel.

In June 2018, DFID published new enhanced due diligence standards on safeguarding. Those standards have to be applied to all current and existing contracts CIUK holds with Dfid.

Under the DFID funded LNGB and GECT contracts, there is the pressing need to ensure that CARE Somalia and downstream partners have the system and mechanisms in place to be fully compliant with the 14 safeguarding standards - refer to Annex 1 of the Terms of Reference (see below) for full list of DfiD standards.

An initial safeguarding self-assessment was conducted in 2018 for both projects identifying weaknesses at CSOM and downstream partners level. A detailed capacity plan for CSOM and downstream partners was developed to address major gaps.

Assignment purpose and deliverables

This assignment has for main purpose to supporting CSOM with the delivery of those capacity building plans and to document the process of rolling out the 14 safeguarding standards, providing guidance and tools as relevant, for future reference.

The consultant will be expected to:

1. Support and ensure quality of the roll out of CSOM team safeguarding capacity building plan by the end of July 2019.

2. Support and ensure quality of the roll out of CSOM partners capacity building plan under SOMGEPT and AGES LNGB so this is fully delivered on by the end of July 2019.

3. Document the process of implementing those 14 standards to capture learning, useful tools and useful guidance to inform future similar processes.

Deliverables should include:

· A Workplan with an outline of the expected support to be provided to CARE Somalia various departments/teams in order to support the needed policies reviews as well as the support to individual AGES-LNGB and GECT projects needs based on their capacity building plans submitted to the FM in February 2019.

· A consultancy report on the key achievements and lessons learnt/recommendations from the process

· Guidance manual for the implementation of the 14 safeguarding standards
