The Tunisian government represented by the Ministry of Agriculture, Hydraulic Resources and Fisheries and its Directorate General of Fisheries and Aquaculture, hereafter, DGPAq, has received a grant from the European Union through the French Development Agency (AFD n ° CTN 1251 01 B) with a value of 5.61 million euros to finance the “Support project for the sustainable management of fisheries and aquaculture resources in Tunisia” below "MEDFISHTUN".
The DGPAq proposes to use part of the grant funds to make payments authorized under the following contract "Definition of the development plan for the development of marine aquaculture in Tunisia". The objective of this service is to define a development plan for the marine aquaculture sector to ensure the development of aquaculture in Tunisia taking into account environmental and socio-economic factors and reducing conflicts of use of the coast. . The service will be carried out in 2 distinct phases:
Phase I: Analysis, evaluation and prospecting of the aquaculture activity
Phase II: Identification of potential areas and development plan for the aquaculture activity
Ultimately, it will be a question of 1) defining a set of parameters and indicators characterizing the aquaculture sector, 2) delimiting and reserving the identified areas taking into account their current occupation status, 3) establishing management plans aquaculture, in accordance with the environmental characteristics and the biotic load capacities of the sites and finally 4) define a legal framework in order to standardize and facilitate administrative procedures.
This Call for Expressions of Interest is addressed to design offices and consultancy organizations. The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts financed by AFD in Foreign States", available online on the AFD website: http://www.afd.fr.
Applicants can only submit one application in their own name or as a Group. If a Candidate (including a member of a Grouping) submits or participates in several candidatures, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.
If the Candidate is constituted as a Group, the Expression of Interest must include:
• a copy of the Grouping agreement concluded by all of its members,
or
• a letter of intention to constitute a Group, signed by all its members. members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Sub-contractors. The references and qualifications of the Subcontractors are not taken into account in the evaluation of applications.
Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services.
Design offices and consultancy bodies active in the field of governance and planning of marine aquaculture are invited to express their interests, by applying and providing information proving that they are qualified to perform the services. described above.

2. Presentation sheet of the office or organization;
3. Description of the general experience of the office or organization during the last ten years, with supporting documents;
4. List of recent references during the last ten years and relevant in similar, equivalent or of the same technical complexity missions with mandatory mention of the following data: description of the missions, country, price, period of execution, state of achievement.

The offices must attach to their application the Declaration of integrity, eligibility and environmental and social responsibility applicable to contracts financed by AFD, duly completed and signed. The offices will be pre-selected following an evaluation that takes into account their experiences justified They must meet the following requirements.:
• Have general experience (during the last ten years) in relation to the preparation of development plans and integrated management of coastal and marine areas (ie 5 points per study / mission with a ceiling of 30 points)
• Have a specific experience (during the last ten years) in terms of carrying out development plans and / or aquaculture development plan (i.e. 10 points per study / mission with a ceiling of 50 points)
• Have specific international experience in similar geographical contexts (i.e. 5 points for a study / mission with a ceiling of 20 points)

NB- A referral will only be counted once, even if it meets several experience criteria. In this case, the criterion retained will be the one with the highest rating, until the ceiling is reached for this criterion.

The character of the experiences will be analyzed according to the number and importance of projects / missions and the geographical context.
