Expression of Interest are invited for Data Collection on Land Titling Intervention in Zambia.

Assignment Description
The World Bank, in collaboration with the Ministry of Lands and Natural Resources (MLNR), Lusaka City Council (LCC) and with a service provider, is supporting an impact evaluation to issue land title to at least 50, 000 hitherto untitled parcels in Lusaka. Collection of supplemental data on a range of aspects is needed to be able to (i) fully harness the transformative potential of this intervention (e.g. with respect to land valuation); (ii) provide the basis for complementary interventions (e.g. the opening of bank accounts, establishment of regular savings, and eventual access to credit for individuals in the bottom tier who have not been reached by financial markets; and (iii) assess the impact of land titling as well as complementary interventions by comparing outcomes for households and individuals on and titled properties to a control group of untitled ones.
To facilitate this, a simple questionnaire has been developed and will be programmed in survey solutions containing the following sections (i) Property ownership and respondent details; (ii) Characteristics of household members other than the respondent; (iii) Details for property titling; (iv) Female bargaining; (v) Housing characteristics relevant for valuation and (vi):Respondents non-cognitive skills
The services of firm are required to (i) carry out the survey using CAPI (survey solutions software) and ensure correct work flow; (ii) provide experienced supervisors to help conduct enumerator training, oversee the launch of field operations, (iii) assess the quality of data on a routine basis using CAPI (survey solutions software; and (iii) contract management and payments of (female) enumerators and supervisors. This initial phase of the contract is for the treatment areas (i.e. about 50, 000 properties) and it is expected that upon satisfactory performance a similar contract will be issued to cover control areas.
