Title: Consultant to conduct Data Assessment (Department of Statistics)
This notice is placed on behalf of The Ministry of Finance to provide background information regarding the objectives of the PFM/PMR Project to enable interested persons who meet the stated and other criteria to determine their eligibility and respond to this advertisement to offer their services under the requirements of the project. The Government of the Commonwealth of the Bahamas (GoB) has received financing from the Inter-American Development Bank (IADB) under loan 4-3340/0C- BH to partially/totally fund the contract cost.
SUMMARY OF BACKGROUND INFORMATION
PFM/PMR will improve the Financial Management and Performance Monitoring capabilities of the Public Sector. Component II: National Statistics will respond to increased demand from the government to plan, budget, monitor- and evaluate priority projects and programs by strengthening the capacity of the Department of Statistics (DOS) and other agencies that collect data to produce quality statistics. The GoB is seeking a consultant to support the preparation of the National Strategy for the Development of Statistics (NSDS) by assessing the production and dissemination of data and capacities that are available for statistics within the National Statistical System (MSS).
DESCRIPTION OF ENGAGEMENT
The consultancy will take place over an 8 week period in Nassau, Bahamas. A detailed work plan with timeline to achieve the deliverables must be submitted 7 Working days after contract signing.
FUNCTIONS AND RESPONSIBILITIES
The consultant will inter alia;
• Familiarize themselves with all relevant project documents and approaches including the PARIS21 site NSDS Guidelines
• Review the data collected, produced and disseminated by the DOS and key producers of official statistics including key surveys
• Identify main data producing ministries, departments and agencies in the NSS; interview key staff in these offices concerning data production and dissemination;
• Explain trends concerning the production and dissemination of official statistics in the past 10 years including the evolution of resources dedicated to statistics and the number and profile of staff at the DOS and other entities
• Review the quality of data (timeliness, regularity, coverage, standardization and classification);
• Identify information needs and data gaps;
• Review the capacities available for the production and dissemination of data, including budget and other- sources of funding dedicated to official statistics, human resources for the production of statistics, as well as equipment; show the trends related to these items (last five or ten years).
