Prior Information Notice for Customized software for Integrated Administrative and Control System (IACS) of agriculture and rural development support.
Contract description
The project purpose is to establish and implement effective and sound financial management and control system in the Agency for Support in Agriculture and Rural Development (AFSARD) for administration of direct support measures, market measures (coupled support) and IACS rural development measures. More specifically the purpose of this project is to develop and integrate all elements of complete Integrated Administration and Control System (IACS) software at AFSARD, in a single system to record the identity of each beneficiary of the support, submission of aid application, administrative controls, Land Parcel Identification System (LPIS) including geospatial aid application, risk analysis, on-the spot control, authorization of payments and reporting in line with EU requirements and international auditing standards.
To define the most efficient and effective software solution, the project is expected to asses current administrative and control processes in AFSARD and support AFSARD to introduce the most appropriate control elements required for the future implementation of IACS and use of LPIS. AFSARD staff shall also be trained in usage of IACS software, improved procedures, administrative controls and processes and on-the spot control methodology.
Apart from trainings to AFSARD staff, assistance is to be provided in drafting of procedure, align the legislation framework, and processes with EU Common Agricultural Policy (CAP) and IACS requirements for accreditation of Paying Agencies.
