More than 156, 000 irregular migrants have crossed the Mediterranean to reach Europe since January 2017. Of these, nearly 30, 000 are children (18%) [1]. Six countries in the West and Central Africa subregion are the most affected by the scale of this phenomenon: Côte d'Ivoire and The Gambia, as a country of departure, Burkina Faso, Mali, and Niger, as a transit country, Guinea Conakry, as a mixed country, both of origin and transit.

Faced with this situation, the UNICEF Regional Office for West and Central Africa, in line with the priority given by the Organization, at global and regional levels, to the protection of children in mobility, has developed a project to assist and protect children with mobility in the sub-region involving these six countries, including Burkina Faso.

This project funded by the British Government will be implemented over a period of approximately 22 months with the following overall goal: By 2020, girls and boys along their migration trajectory in West Africa and the Center are informed about the risks, protected from the dangers and benefit from basic social services. The project will be implemented as part of a partnership involving mainly the Government and NGOs.

With regard to direct support to the Government, this project will be implemented at national level, mainly by the Directorate General in charge of Child Protection (DGEPEA), the Ministry of Women of National Solidarity and the Family (MFSNF) and in 5 regions of concentration of actions, namely, the Center, the Sahel, the Cascades, the High Basins and the East. These regions were chosen because they record, according to the International Organization for Migration (IOM), the largest migratory flows of people / children in situations of cross-border mobility, particularly to Europe.

The 8 other regional directorates of the MFSNF will also be supported, more extensively, under the leadership of the DGEPEA, for the identification and management of the cases of any child identified in a situation of cross-border or internal mobility, according to the realities of these regions. .

In order to ensure the quality of the implementation of the interventions planned on the ground, it is planned, in support of the DGEPEA, a technical support of proximity of the various regional directorates concerned.

It is in this context that the UNICEF office in Burkina Faso is looking for a consultant to provide technical support to project stakeholders for a period of six months, under the supervision of the Chief of the Protection Section. of the child.

The main tasks related to this consultation are:
