Tender Details

Tenders are invited for Country Strategy and Programme Evaluations.

The Caribbean Development Bank (CDB) intends to apply a portion of its own funds towards the cost of Consulting Services for Country Strategy and Programme Evaluations (CSPEs) in up to 19 of its Borrowing Member Countries.

The objective of the consultancy is to conduct Country Strategy and Programme Evaluations that:

(a) assess the relevance and coherence of CDB Country Strategies;

(b) assess the effectiveness, efficiency and sustainability of CDB country programmes; and

(c) produce an agreed approach and methodological guidelines for the conduct of CSPEs at CDB.

The CSPEs will be conducted at the rate of two per year over a five-year cycle. Further details can be found in the Terms of Reference for the Framework Arrangement for Consulting Services for CSPEs.

The first CSPE to be conducted is for Barbados and more details can be found in the related Terms of Reference for that assignment.

ELIGIBLITY

CDB now invites interested eligible consulting firms to submit Expressions of Interest for the provision of consultancy services for an anticipated 10 CSPEs over the period 2019 - 2023, subject to the below-mentioned contract timeframe, with the CSPE for Barbados to be conducted in the first half of 2019. Expressions of Interest should address ability to carry out:

(a) the Barbados CSPE in particular;

(b) the overall programme of CSPEs for CDB-s Borrowing Member Countries; and

(c) formulation of an agreed approach and methodological guidance for the conduct of CSPEs at CDB

Consultants shall be eligible to participate if:

(a) in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;

(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

(c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. INSTRUCTIONS

Interested consultant teams are required to submit a letter of interest including their profile, experience and expertise as a firm, as well as the human resources the firm could offer for the assignments anticipated. Confirmation of availability to conduct the Barbados CSPE in the given the timeframe should also be stated.

An electronic copy of the Expression of Interest must be received at first address below no later than December 7th, 2018, at 18:00 EST. The email subject line should read “Expression of Interest - Consultancy Services for Country Strategy and Programme Evaluations”.

The selection method shall be Consultants- Qualifications selection. Given the nature of this assignment, a consortium arrangement involving more than one firm may be advantageous. Submissions shall be assessed and compared, and the best qualified and experienced firm, or consortium of firms, shall be selected. Only the selected firm, or consortium, shall be asked to submit a combined technical and financial proposal and, if such proposal is responsive and acceptable, be invited to negotiate a framework contract for a period of thirty months, with an option for CDB to extend the contract for a further thirty months.

Letters of Assignment will be issued under the framework contract detailing the scope of works and arrangements for each individual assignment. (See attached Framework Arrangement Terms of Reference paragraph 7.01).

CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
