Assignment Description
Over the past Two Decades, Uganda has Made Notable Progress in Increasing Coverage of Reproductive, Maternal, Newborn, Child and Adolescent Health (Rmncah) Services. Despite These Efforts, However, Rmncah Conditions Still Represent a Critical Public Health Challenge, Accounting, for over 60% of Years of Life Lost in Uganda.
In Order to Address These Challenges and Improve Rmncah Outcomes, the Government of Uganda Developed the Rmncah Sharpened Plan 2016/17 2019/2020, Which Prioritizes Key Areas for Accelerating Implementation of Interventions. The Government and Development Partners are Currently Implementing the Rmncah Sharpened Plan through a Number of Programs and Projects. One of the Projects through Which the Rmncah Sharpened Plan is being Implemented is the Uganda Reproductive, Maternal and Child Health Services Improvement Project (Urmchip). This Project is Jointly Financed by the Ministry of Health, the World Bank, the Swedish International Development Agency (Sida), and the Global Financing Facility. The Main Objectives of the Project are To: (I) Improve Utilization of Essential Health Services with a Focus on Reproductive, Maternal, Newborn, Child and Adolescent Health Services in Target Districts; And (B) Scale up Birth and Death Registration Services.
Both the Sharpened Plan and the Urmchip Acknowledge the Need for Operational Research to Generate Evidence that Informs the Ongoing Implementation of Rmncah Interventions. To this End, the Mohworking in Collaboration with Sida and the World Bankdesigned and Launched the Uganda Rmncah Operational Research Program in 2018. The Program has Two Main Objectives: (I) to Assist Uganda in Generating Practical and Actionable Evidence for Rmncah Implementation; And (Ii) to Further Strengthen the Capacity of Ugandan Researchers in Operational Research. The Program Focuses Research in Seven Main Thematic Areas, Aligned with the Sharpened Plan: (I) Stewardship and Management; (Ii) Financing; (Iii) Service Delivery; (Iv) Human Resources for Health; (V) Supply Chain Management; (Vi) Health Management Information Systems and Civil Registration and Vital Statistics; And (Vii) Demand-Side and Gender Issues. The Operational Research Program Finances Proposals That:
A. Involve Implementers in the Design, Execution, and Dissemination of Findings;
B. Focus on Research that can Deliver Initial Results within a Year to Create a Rapid and Tight Feedback Loop for Project Implementation;
C. Utilize and Incorporate, to the Extent Possible, Existing Assessment Approaches and Information Systems/Administrative Data; And
D. Adopt Mixed Methods, Rapid, and Pragmatic Adaptive Research Designs.
Progress to Date:
In may 2018, the Ministry of Health Convened a Multistakeholder Consultation, during Which Participating Stakeholders Identified a Long List of Research Questions. Following this Meeting, the Advisory Committee for Implementation of the Operational Research Programconsisting of Representatives from the Ministry of Health, Academia, Civil Society, and Development Partnersshortlisted the Questions, in Line with a Set of Agreed Criteria. This Set of Research Questions was Advertised in February through March 2019 in the National Newspapers, and Nineteen Researchers were Ultimately Selected to Conduct the Eleven Identified Studies. These Nineteen Researchers have Consequently been Hired by the World Bank as Short-Term Consultants, and They have Prepared in-Depth Research Proposals, Which have been Submitted to the Institutional Review Board.
The World Bank Recognizes that Implementation of each of the Eleven Studies will Require Extensive Operational Support Including: (I) Hiring of Research Assistants to Collect Data; (Ii) Facilitation of Field Work; (Iii) Coordination of Logistics for Travel during Field Work; (Iv) Organization of Consultations and Validation Meetings. In Order to Deliver These Services, Quickly and Seamlessly, to All Nineteen Researchers, the World Bank is Seeking to Hire a Competent Firm, Experienced in Research Coordination, to Assist in the Research Implementation Processacross All Eleven Studies, and Provide the Necessary Logistical Support to Researchers in Order to Ensure Timely Completion of All Studies.
Objective of the Assignment
This Objective of the Assignment is to Hire a Firm to Provide Operational Support in the Implementation of Eleven Studies Focused on Reproductive, Maternal, Newborn, Child and Adolescent Health in Uganda.
Specifically, the Firm will Work with the World Bank Group and the Selected Principal Investigators of the Studies To: Assist in the Design of an Effective Process for Facilitating Data Collection for the Respective Studies. This will Include Mobilization, Training, and Deployment of a Team of Research Assistants during the Implementation of the Studies; (Ii) Align the Needs for each Research Study with the Appropriate Research Assistants in Consultation with the Principal Investigators; And (Iii) Provide All the Necessary Administrative and Logistical Support during the Implementation of the Studies. The World Bank Group will Maintain Overall Quality Assurance Functions.
