1. The Government of the Republic of Benin has obtained / solicited loans and donations from the African Development Bank (ADB), Africa Growing Together fund of China (AGTF) and European Union Africa Infrastructure Trust Fund (AITF-US) to to cover the cost of the Djougou-Péhunco-Kérou-Banikoara Development and Asphalting Project, and intends to use part of the sums granted under these loans / grants to finance the control contract and the supervision of works on the section Djougou-Péhunco-Kérou-PK 183 + 980 .

2. The services provided under this contract include the control and supervision of the work described below :

A. Development and asphalting of bituminous concrete of the Djougou-Péhunco- Kérou-PK 183 + 980 road section (approximately 184 km), with geometric norms of WAEMU, namely: (i) a platform of 10, 20 m (open country) or 12, 20 m (average crossing); (ii) a paved 7.2 m pavement and (iii) two 1.50 m shoulders (open country) or 2.50 m (average built-up crossing to account for traffic on both wheels) on both sides pavement; For large cities (Djougou, Péhunco, Kérou and Banikoara), the crossing takes place in 2 roads of 2 lanes of 7.50 m to 9.00 m each, a median central from 2 to 3 m and closed gutters and sidewalks in pavers 2 m wide on each side; the pavement structure used consists of: a) a 5 cm thick bituminous concrete (BB) coating on the entire road surface, b)

a base layer of 20 cm of gritty cement stabilized at 3%; c) a 20 cm thick subgrade of natural lateritic gravel (GL); and d) a layer of variable shape. This 184 km work is divided into 3 lots namely: Lot 1: Djougou-Péhunco (72.48 km); Lot 2: Péhunco-Kérou (72.94km) and Lot 3: Kérou - towards Banikoara (39 km). In the road works above is added the construction of two toll and weighing stations whose positions will be defined during the works.

B. The control also covers the installation of public lighting and light signals,

vertical and horizontal. However, the provider himself ensures the awareness of the populations of the

Zone of Influence of the Project and transport operators and other users on road safety,

sexually transmitted infections, the protection of the environment.

C. The period of execution of the control and monitoring services is thirty-one (31) months from the start date of the services and will be financed at 100% by the African Development Bank and the Africa Growing Special Fund. Together Fund (AGTF). The period of execution of the works is 30 months for lot 1 and 2 and 24 months for lot 3.

3. The Public Procurement Officer (PRMP) of the Ministry of Infrastructure and Transport (MIT) hereby invites qualified engineering consulting firms to express their interest in providing the services described above. Interested offices should provide information indicating their experience and technical capabilities to perform such services including: references to the performance of similar contracts, relevant prior experience under similar conditions, availability of key qualified personnel in mission areas (provision of the staff list), as well as any other additional information. Consultants can partner to increase their chances of qualification.

4. The eligibility criteria, the shortlist and the selection procedure will be in line with the "Procurement Framework for Bank Group-financed Operations", October 2015 Edition, which is available on the website.
