Tenders are invited for Procedure for the Control and Monitoring of Maintenance Work on a Road from the Soa Community, Defitting of the Mefou and Afamba, Region of the Center.

Acquisition of the file
The bidding documents can be obtained from the General Secretariat of the municipality of SOA as soon as this notice is published, against presentation of a receipt of payment to the SOA municipality municipal revenue receipt for the purchase of the DAO in the amount of Twenty one thousand (20, 000) CFA francs not refundable.
The purchase receipt must specify:

The name of the project;
The name of the Bidder;
The number of the Tender Notice;
The amount of fees paid.

Submission of bids
Bidders are given 20 days from the date of publication of the AAO. (see Art 89-2 CM)
Each offer written in English or French in seven (07) copies of which one (01) original and six (06) copies marked as such, in accordance with the requirements of the DAO must be deposited at the Secretariat General of the Municipality of Soa, at the latest September 24, 2019 at 12 pm local time in three separate internal envelopes:

- Envelope A: Administrative Offer,
- Envelope B: Technical Offer
- Envelope C: Financial Offer
These three envelopes will be contained in a fourth which must bear the words:

Provisional bond
Each tenderer must attach to his administrative documents a provisional guarantee issued by a first-rate banking institution approved by the Ministry in charge of Finance, amounting to 300 000 FCFA (three hundred thousand).
Under penalty of rejection, the temporary bond must be imperatively produced in original dating of not more than three (03) months. It will be released ex officio after the publication of the lot award results for unsuccessful bidders. For the tenderer awarded the contract, this security will be released after constitution of the final bond.

Admissibility of tenders
Under penalty of rejection, the required administrative documents must be produced in originals or certified true copies by the issuing services, as the case may be and in accordance with the provisions of the Supplementary Regulations of this invitation to tender. They must be dated not more than three months from the opening of bids or established after the date of publication of the notice of invitation to tender.
Any offer that does not comply with the requirements of this notice and the Bidding Documents will be declared non-responsive.

Opening of the folds
The opening of tenders will take place in two phases, namely: the opening of administrative and technical offers (1st phase) and the opening of financial offers (2nd phase).
The opening of administrative documents and technical offers will take place on September 24, 2019 from 1 pm local time in the Acts Room of the Municipality of SOA by the Internal Procurement Commission placed with the said Commune.
Only bidders or their duly authorized representatives with a perfect knowledge of the file may attend this opening session.
That of the financial offers will take place at the end of the analysis of the technical offers and only the bidders who obtained a minimum score of 70 out of 100 points will be invited to attend.

Evaluation criteria
Eliminating Criteria

a) Incomplete administrative file or part not in accordance with the requirements of the DAO;
b) Incomplete technical offer for:
b1) Non-production of the certificate of registration to the ONIGC of the Head of Mission;
b2) Absence of a head of mission Civil Engineer with at least BAC + 3, five (05) years of general experience at least and having as Head of Mission the control of at least 2 urban road maintenance projects ;
b4) No justification for the control during the last ten years of at least one project for the maintenance of urban roads of an amount greater than or equal to 100 million;
b5) Absence of a geotechnical subcontracting contract for BETs that do not have an approved geotechnical laboratory or absence of a copy of the approval for the BETs that have them;
b6) Lack of a methodological note on the performance of services;
(c) Technical score lower than 70 points out of 100;
d) Use of a CV or diploma of an employee without layoff;
e) False statement or falsified document;
f) Discovery of a dual status (Contractor and BET) in the bidder`s activities
(g) Omission in the offer of a quantified unit price;
i) Lack of sub-detail of a quantified price.
