10. Legal basis
The Contracting Authority in accordance with the Agreement between the Government of the Republic of Moldova and the Government of Germany on Technical Cooperation signed on February 22, 1994, ratified by the Parliament Decision no. 499-XIII of March 15, 1995 and in accordance with Article 104 "Tax-free Deliveries" of the Fiscal Code (Monitorul Oficial No 76-80 of April 20, 2012) will apply the zero VAT rate to the contracted services. Thus, the Offer will be presented at zero VAT rate.
