Supply and installation of 2 devices for the automatic detection of explosives in hold baggage (EDS), compliant with ECAC regulations (standard 3) at Treviso airport.

The contract has for supply and installation of:

The object of the contract is the supply and installation of:

a) n. 2 devices and associated devices for the detection automatica dei explosivi (EDS) in hold baggage, compliant with ECAC (Standard 3) to be inserted in line with the automatic baggage transport system (including hardware and management software);

b) n. 4 workstations, of which n. 3 to be installed in the control room located on the mezzanine level of the existing terminal and n. 1 to be installed near the 2 machines in the BH roomS, to allow the analysis of the images coming from any of the control units on any of the operator stations currently available, when there are more than one workstation. An electronic archive system of historical data for images and anomalies consisting of n. 2 redundant servers; a printer must also be suppliedri, to be located in the control room, for printing the images displayed on the screen, which must be connected to the network with each of the workstations;

c) n. 2 continuity groups (UPS), one for each EDS device, of suitable power and autonomy, which allow the correct closure of software applications and computer applications in execution in the event of sudden power failureand which ensure the immunity of the electronic components of the equipment from disturbances on the electrical system.

All the economic operators set forth in art. 45 of Legislative Decree 50/2016 individually or in a grouping pursuant to art. 45, paragraph 2 and 48 of the aforementioned decree.

Candidates are prohibited from participating in the tender in more than one blocktemporary / ordinary consortium / EEIG / aggregation between the companies adhering to the network contract, or to participate individually even if they participated in the tender in group, ordinary consortium of competitors, or network, under penalty of exclusion.

In the case of grouping must be indicated if it is a vertical or mixed association and each subjector part of the grouping must indicate the shareholding.

It is specified that the provisions of art. 110, paragraphs 3 and 4 of Legislative Decree no. 50/2016; therefore competitors who are in a state of preventive arrangement with business continuity or for whom a procedure for the declaration of such situation cannot be entered cannot participate.competitors will have to declare, under penalty of exclusion from the tender:

- the absence of the grounds for exclusion from participation in the tender pursuant to art. 80 of Legislative Decree no. 50/2016, for each of the subjects indicated by the same article, as well as the other situations indicated in the Tender Regulations; - registration with the Chamber of Commerce, Industry, Craft and Agriculture.

In case of competitorsgathered or intending to meet, such declarations must be presented by all the subjects that constitute or who will constitute the grouping. The competitors must possess the following requisites, under penalty of exclusion:

i) have realized in the last three years before the publication date of the notice of the tender a total turnover for the supply of machinery for contradiogenic baggage security number of not less than 5 000 000.00 E;

ii) be in possession of suitable bank references issued by at least 2 credit institutions or authorized intermediaries pursuant to Legislative Decree 385/1993. In the case of a temporary grouping of companies or consortia (both constituted and constituted) the requirement set out in letter i) must be held by the parent company atless than 60% and the remaining percentage must be cumulatively owned by the principal or consortium companies, each company must have at least 10% of the requirement, while the documentation referred to in letter ii) must be produced by each member of the group and in the event of consortia by the consortium itself and by the consortium company that will execute the contract.

3. this procedure is entirely managed electronically. To take part in the tender, ask questions, receive answers and submit the application form and register with the group's purchasing portalSAVE (https://save-procurement.bravosolution.com) with the methods indicated in the Tender Regulations;

4. due to the award criterion and the peculiarity of the subject of the contract (consisting of supplies to be installed in the context of operational airport infrastructures), the contracting entity will select a maximum number of 10 (ten) economic operators, among those in possession ofparticipation requirements, to which the letter of invitation to submit the offer should be sent;

5. the competitors to be invited to the negotiated procedure will be selected, pursuant to art. 91 and 124, paragraph 3 of Legislative Decree no. 50/2016, based on the criteria indicated in the Tender Regulations;

6. the contracting authority reserves the right, at its sole discretion, to suspend or cancel at any timethe tender is concluded or not to proceed with the awarding and / or subsequent signing of the contract without the economic operators being able to claim any right and / or expectation of any kind;

7. self-certifications, certifications and documents must be written in Italian or accompanied by a specific sworn translation. All declarations must be signed by the lawyersrepresentatives or individuals with appropriate powers of the participating companies;

8. the amounts declared by companies established in another EU Member State, if expressed in another currency, must be converted into euros;

9. the Tender Regulations are an integral and substantial part of this announcement;

10. requests for information or clarifications must be received by vion-line according to the methods and terms indicated in the Tender Regulations;

11. the answers to the clarifications that the contracting authority will have assessed as having to provide, as well as any further prescriptions, will be communicated in the manner indicated in the tender regulations, via the message area of the individual event on the SAVE group purchasing portal; the answers and further prescriptionsThe documents supplied on the same purchasing portal are an integral and essential part of this call for tenders and are to be considered binding for all competitors, also due to the negotiated nature of this procedure;

12. the contract does not include the arbitration clause;

13. the provisions of Legislative Decree no. 50/2016 and D.P.R. n. 207/2010 in quancompatible and only to the extent that they do not conflict with what is expressly stated in the tender documentation;

14. in case of failure of the contractor or compulsory liquidation and preventive agreement of the same or termination of the contract or withdrawal from the contract, the contracting authority reserves the right to progressively consult the subjects who participated in the original proctender edura, resulting from the relative ranking, in order to stipulate a new contract. We will proceed to the interpellation starting from the subject who made the first best offer, up to the fifth best bidder, excluding the original bidder;

15. it is specified that the present negotiated procedure was initiated pending the obtaining of the legal authorizations regarding theproject;
