The subject of the order is the delivery of 64 vehicle inspection and tachograph sets together with the training service for 4 training groups inthe scope of using the diagnostic tester and detection by means of tachograph manipulation and false indication of the correct operation of the SCR selective catalytic reduction system (Ad-blue).

1. Proceedings conducted using art. 24aa paragraph 1Public Procurement Law - the Awarding Entity will first evaluate the offers and then examine whether the contractor whose tender has been rated as the most advantageous is not subject to exclusion and meets the conditions for participation in the procedure. The Employer will exclude the Contractor from the proceedings in the case where the circumstances indicated in art. 24 sec. 1 and art. 24 sec. 5 points 1-2.4 and 8 of the Public Procurement Law

In order to initialThe Contractor is obliged to submit an up-to-date self-declaration on the day of submitting bids in the form of a Single European Order Document ("EAT"), annexed to the Commission Implementing Regulation (EU) 2016/7 with 5.1.2016 establishing the standardform of a single European order document. EAT should be sent in an electronic form with a qualified electronic signature. Declarations of entities submitting a joint bid and entities providing access to the potential submitted on the EAT form should take the form of an electronic document signed with a qualified electronic signature by each of them inin which they are confirmed by the circumstances referred to in Article 22 ust. 1 of the Public Procurement Law. The same requirement applies to EAT submitted by a subcontractor, pursuant to art. 25a para. 5 point 1 of the Public Procurement Law. The electronic communication means used for submitting EAT by the Contractor is e-mail. Placing an EAT with an offer on a data carrier (eg CD, pendrive) is not allowed, not a statefor its submission using means of electronic communication within the meaning of the provisions of the Act of 18.7.2002 on the provision of electronic services.JAN should be sent to the e-mail address: jedz@gitd.gov.pl.

4. The Contractor is obliged to pay a bid bond in the amount of PLN 120, 000.00 (say: one hundred and twenty thousand zlotys and 00/100) as the title of the transfer, indicating: "bid bond in proceedings no. BDG.ZPB.072.1.2018 "The bid bond must cover the entire period of being bound by the offer.

5 The Contractor is obliged to provide a performance bond for the amount of 10% of the total price specified in the offer, in the form in accordance with Article 148 paragraph 1 of the Act. are specified in Part IV of the ToR - IPU.

6 The offer validity period is 60 days from the date of submission of tenders, inclusive

7.n of this Agreement in relation to the content of the offer submitted by the Contractor during the public procurement procedure covering the subject of the Order is possible in the event of a change in the rate of tax on goods and services, when these changes will affect the cost of the Contractor's performance in the Contractor's remuneration.

All changes to this contract can be made onlyko in writing under pain of nullity.

8. Along with the offer should be submitted: statements confirming the lack of grounds for exclusion and fulfillment of the conditions for participation in the proceedings listed in point 3 part. And SIWZ and required by the provisions of Parts II and III of the ToR, submitted in the form of a Single European Order Document; power of attorney to represent all Contractorsapplicants applying for the order, or a co-operation agreement, which will result from the given power of attorney. The proxy may be appointed to represent the Contractors in the proceedings or to represent them in the proceedings and conclude the contract; power of attorney to sign the offer - unless the right to sign the offer is based on other documents submitted with the offer; written commitment of another entity, if the Contractor relies on his technical or professional capacity or financial situation together with documents confirming the circumstances referred to in Part II of the ToR.
