CL9 - Extension and rehabilitation of water supply networks sewerage in the town of Jibou and extension of water supply in Somes Odorhei Năpradea area

ByThis component of the project aims at extending and rehabilitating the water supply system and sewerage system in the town of Jibou and expanding the water supply system in various localities of UAT Jibou, UAT Sălăţig, UAT Năpradea, UAT Creaca, UAT Someş Odorhei, jud Salaj.

Main Site: Jud. Salaj

Acquisition of construction works for the extension and rehabilitation of swater supply systems and sewage systems, including networks, pumping stations, reservoirs, chlorination stations, as detailed in the Task Book.

The contracting entity is responsible for designing the works. The Contractor shall be responsible for the detailed design as described in the Tender Book.

The duration of the works is maximum of 24 months plus the warranty period of at least 36 months.

The bidders, the associated bidders, the supporting third parties and the subcontractors participating in the award procedure must not find themselves in the situations stipulated in art. 177, 178 and 180 of Law no. 99/2016 and not to generate the situations provided in art. 72 73 of the Law no. 99 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: all economic operators (bidders, associate bidders, third parties and subcontractors) will be invited to participate in the award procedure with information related to their situation

Will be submitted together with the DUAE and the following documents (as appropriate): Association Agreement (Form 6), Subcontract Agreement(Form 7), the firm commitment of the third party (Form 8, Form 9), Declaration of non-compliance with the situation provided by art. 72 of Law 99/2016 (Form 10)

The supporting documents proving the fulfillment of the assumed by completing the DUAE are to be submitted, at the request of the contracting entity, only by the tenderer placed on the first place after applicationof the award criterion for admissible tenders, and include:

Any economic operator has the right to request clarification or information additional documentation regarding the awarding documentation, in compliance with the deadline set in the year15 days before the deadline for the submission of tenders. Requests for clarification to the awarding documentation will be exclusively addressed to the SEAP in the "Questions" section of the participation announcement, and the answers will be published in SEAP both in the "Questions" section and in the "Clarifications, Notifications and Decisions" section "within the ad dis participation. The contracting entity will only respond to clarification requests from economic operators by this deadline. The contracting entity's response to these requests will be sent 20 days before the deadline for submission of bids for clarification requests received at least 25 days before the deadline for submitting bids and 10 daysbefore the deadline for submitting bids for clarification requests received within 25 15 days prior to the deadline for submission of bids

DUAE will be submitted, as appropriate, by the tenderers, the associated bidders, third parties and subcontractors participating in the award procedure. Before completing the award procedure report, the economic operator ranked first after applyingthe award criterion on admissible tenders will, at the request of the contracting entity, provide up-to-date supporting documentation demonstrating that all the qualification criteria are met in full according to the information contained in the DUAE. place (highest score)

If 2 or moretenders ranked first shall contain the same score, the adjudicating entity shall designate the winner of that bidder who has submitted the lowest bid price. If the prices are equal, the contracting entity will designate the winner for the highest bidder for the Valuation Factor Duration of the warranty period. If the scores are still equal, the entitythe estimated time of the contract referred to in Section II.2.7) shall include the period of execution of the works for 24 months and the period of notification of the defects 36 months.

It is recommended to the economic operators to visit the site in order to be ableto assess on their own responsibility, expense and risk, all data that may be useful in the preparation of the bids. Tenderers will be interested in the constraints imposed by local authorities on the traffic conditions of each ATU.

Tenderers must inform the contracting entity in writing of their intention to visit the site at least 2 days in advance. Oricthe request for clarification as a result of the visit of the site will be addressed to the contracting entity in the SEAP

The submission of the tenders will be made in SEAP by the deadline for submitting the offers
