Preparation of investment projects, exercising of author's supervision and execution of construction works (engineering) for construction of sites for placement of containers in 3 detached posters

The present procurement includes:

Main Site: Elhovo, 1, Morava Str.

Preparation of an investment project, car excitementsupervision and execution of construction works for the construction of a site for the placement of containers in the town of Elhovo, 1, Morava Str.

In the execution of the detached position, working projects should be prepared for all specialties for the necessary construction -construction of the site with the purpose of constructing a temporary settlement and the engineering facilities to it in a part of the RD- the construction of an infrastructure area with 3 separate zones for the needs of the Ministry of Interior, the engineering facilities to the terrain (transport, water, electricity and communications) and its development with a total area of approximately 27 000 square meters,

- construction of a monolithic fence on the periphery of the area,

- construction of an entrance buffer zone and a border crossing,

- construction of an internal fence, - construction of zoned areas for container placement, - provision of residential recreation areas with metallic shelters, - construction of vertical planning, - construction of power supply to the area, construction of lighting of the area and the fence, incl. backup, building of lightning protection and earthing installations and communicationsecurity systems and CCTV, construction of a plumbing network, - after completion of the design all the construction and assembly works should be executed, as well as the authors' supervision according to Art. 162 of the Territorial Planning Act during the construction phase

The participant must be registered in the Central Professional Register of the Chamber of Builders for construction activities on the first groupfirst category according to Ordinance No. 1 of 30 July 2003 on the Nomenclature of Construction Types and Art. 137, dia. 1, item 1 of the Territory Management Act and for foreign persons in analogous registers according to the legislation of the Member State in which they are established .. At the stage of submitting a tender, the required information is to be completed in Part IV, Section A of the attached electronic EEDOP 2), and the evidence of respectiveshall be presented in the cases of Art. 67, para. 5 and para. 6 of the Public Procurement Act. Documents shall also be submitted to subcontractors and third parties, if any • Before the conclusion of a contract, the participant designated as contractor shall submit a copy of the certificate for registration to the CPSR to the Construction Chamber for execution of works of the respective group and category of construction works. If the participant is foreignhe or she may present a valid equivalent document or declaration or certificate issued by a competent authority of a Member State of the European Union or of another State party to the Agreement on the European Economic Area proving the entry of the participant in a relevant register of that State, in the event that the contracting authority makes use of the provisions of Art. 67, para. 5 unitsfidelity. Prior to concluding a public procurement contract and in accordance with Art. 112, para. 1, item 4 of the PPA, the foreign person should register and submit a document for registration in the CPRS. * Note: In the case of an association which is not a legal entity, compliance with the requirement is proved by those members of the grouping, which according to the distribution of the persons'and implementation of the activities provided for in the contract for the formation of the grouping, are engaged in the execution of the construction

1.2.1. The participant must have a minimum turnover in the scope of the contract calculated on the basis of the annual turnover for the last 3 (three) years from the date of submission of the offer.

* By activity or activities falling under the scope of the contract, should be construed as construction works, either alone or in combination of the following activities: construction of a reinforced concrete fence, execution of vertical planning including a concrete slab at least 2 000 m, construction of a water supply network, construction of a power supply network, construction of external lighting, building video surveillance, building a lightning protection system

Documents for doccompliance with the requirements under item 1.2.1:

At the stage of submitting a tender, the required information is to be completed in Part IV, Section B, of the attached electronic EEDOP (Annex 2), and proof of compliance is presented in the cases of Art. 67, para. 5 and para. 6 of the Public Procurement Act. Documents shall also be submitted to subcontractors and third parties, if any.

Prior to the conclusion of the contract, the participant designated as contractor, shall submit documents under Art. 62, para. 1, item 3 of the Public Procurement Act - the annual financial statements or their parts, when they are required to be published, if they are not available through direct and free access to the respective national database, as well as a document under Art. 62, para. 1, item 4 of the PPL - reference for the turnover in the sphere falling within the scope of the order

1.2.2. The participant must own(according to Article 171 of the TDA) of the person (s) in charge of the group and the category of the subject of this order (first category according to Article 137, paragraph 1, item 1 of the TDA), which insurance should cover damage caused to other participants in the construction and design and / or to third parties as a result of unlawful actions or omissionsin the case of or in connection with the fulfillment of their obligations to carry out construction activities

Documents to prove the requirements under item 1.2.2:

At the stage of submitting a tender the required information is to be completed in Part IV, Section B, of the attached electronic EEDOP appendix 2), and evidence of conformity is presented in the cases of Art. 67, para. 5 and para. 6 of the Public Procurement Act. Documents are also submitted for pcontractors and third parties, if any • Prior to entering into a contract, the participant designated as a contractor shall provide valid professional liability insurance for the person (s) responsible for the group and the category of the subject matter of this contract that the insurance should cover damage to other participants in the construction and design and / or third parties, owing to unlawful actions or omissions in connection with or in connection with the fulfillment of their obligations to perform construction activities. The guarantee securing the execution of the contract for the respective lot is 5% of its value excluding VAT and is presented in one of the following forms: - cash or - bank guarantee or - insurance covering the performance through coveredresponsibility of the contractor.

The participant designated as contractor chooses the form of the performance guarantee itself

2. The Contracting Authority shall remove from participation in the procedure a participant for which there is any of the circumstances under Art. 54, para. 1, Art. 55, para. 1, item 1, item 3, item 5, art. 101, para. 11 and Art. 107 of the Public Procurement Act, Art. 69 of the PKONPI and under Art. 3, item 8 and Art. 4 of the Economic and Financial Actrelations with companies registered in jurisdictions with preferential tax regime, the persons controlled by them and their actual owners, as well as a participant who in any way included somewhere in his offer outside the envelope "Offered price parameters" elements related to the offered price and / or parts thereof, as well as a participant who in his / her bid has indicated a total value of bVAT for the execution of the order in the respective lot, which exceeds the total estimated value for the respective lot, as specified in section II.2.6) of the announcement. The Contracting Authority shall remove from participation in the tendering procedure a tenderer whose tender offer does not meet all the conditions of the technical specification for the lot. When I studyan association which is not a legal person requires a copy of the document showing the legal basis for the formation of the grouping as well as the rights and obligations of the members of the grouping, the distribution of responsibility among the members of the grouping, which will be performed by each member of the grouping in connection with this contract
