The application is submitted either in the form of forms DC1 and DC2 (freely available on the website www.economie.gouv.fr), or under the formof a Single European Market Document (DUME). Electronic transmission of envelopes is required for this consultation. Therefore, paper transmission is not allowed. The transmission of documents electronically is carried out on the buyer's profile. However, the transmission of documents on an electronic physical medium (CD-ROM, USB key ...) bornt not allowed. The choice of transmission mode is global and irreversible. Applicants must apply the same method of transmission to all documents sent to the contracting authority. Each transmission will be the subject of a certain date of reception and an acknowledgment of electronic reception. As such, the reference time zone is (GMT 01:00) Paris, Brussels, CopEnhague, Madrid. The fold will be considered if the download ends after the scheduled date and time. If a new letter is electronically sent by the same candidate, the same candidate cancels and replaces the previous letter. The fold can be duplicated by a backup copy transmitted within the given time, on electronic physical support (CD-ROM, DVD-ROM, USB key) or on paper supportr. This copy must be placed in a fold bearing the mention, as well as the name of the candidate and the identification of the procedure concerned. It is opened in the following cases:

- when a malicious computer program is detected in the electronically transmitted mail,

- when the electronic mail is received in an incomplete way, out of time or could not be opened, provided that hisnssmission has started before the closing of the bids.

No electronic format is recommended for the transmission of documents. However, the files will have to be transmitted in widely available formats.
