The contracting authority intends to award the public procurement contract for: Water supply and sewerage services in Eselnita commune, Mehedinti county

Main site: Eselnita commune.

Water supply and sewerage servicesin the village of Eselnita, Mehedinti County.

The bidders, the supporting third parties and the subcontractors must not find themselves in the situations stipulated in art. 164, 165, 167 of Law no. 98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: To be completed by the economic operators participating in the award procedure (including any third parties and subcontractors) with-information about their situation

The supporting documents proving the fulfillment of the assumed by completing the DUAE are to be presented, at the request of the contracting authority, only by the tenderer placed on the first place in the intermediate rankings completed at the evaluation of the tenders. - certificates certifying the lack of overdue debts with pr(local budget, state budget, etc.) at the moment of presentation, - the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the economic operator or those who have the power of representation, decision-making or control within it, as is the case- the documents from which the economic operator can benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of the Public Procurement Law 98/2016, - other editorial documents, as the case may be; 2) The bidders, the supporting third parties and the subcontractors shall statefailure to comply with the provisions of art. 60 of Law 98/2016. The statement will be submitted with the DUAE by all participants in the award procedure (bidder, associate, subcontractor and third party). The names of the decision-makers within the contracting authority, those with the power of representation from the ancillary service provider as well as those involvedin the procedure of the latter:

- Ciuru Ioan - mayor,

The economic operators submitting the tender must prove a form of registration under the law of the country resident, that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the establishment and the factthat he has the professional capacity to perform the activities covered by the contract. The way in which the fulfillment of the requirement can be demonstrated: It will be completed by the economic operators participating in the award procedure with information related to their situation. The supporting documents proving the fulfillment of the assumed ones by completing the DUAE, respectively certifiedtattor issued by ONRC or, in the case of foreign tenderers, equivalent documents issued in the country of residence are to be submitted, at the request of the contracting authority, only by the tenderer ranked on the first place in the intermediate rankings completed at the evaluation of the bids., ie the tender evaluation process will be conducted according to the following rulesi: For viewing the awarding documentation uploaded in SEAP, economic operators must have a program required to view the electronically signed files (the websites of the electronic signature providers). Rules for communication and data transmission: Requests for clarification regarding this tender documentation will exclusively address SEAP in the "Intrebates "of the award procedure by electronic means, and the responses to them will be published in SEAP in the" Documentation, clarifications and decisions "section of the simplified participation notice. In order to submit requests for clarifications regarding the awarding documentation, the economic operators will register in SEAP (www.e-licitatie.ro) as an eco operatoraccording to the provisions of art. 5 par. (1) of H.G. no. 395/2016 the requests will be transmitted taking into account the contracting authorities' terms of reference provided for in art. 103 par. (2) of GD no. 395/2016. For post-submission submissions: the evaluation committee will send the clarification requests in relation to the offer by using the available technical facilitiesin the SEAP ("Questions" section) The evaluation committee will analyze the DUAE in correlation with the requirements set out in the acquisition data sheet

The evaluation committee will analyze and check each tender in terms of the proposed technical elements, and then from view of the financial aspects involved. Following the completion of each of the verification phases set out above, the contracting authority will enter the accepted / rejected result in the SEAP and will open the SADP submission session for submission of the supporting documents submitted by the tenderer on the first place in the interim ranking made at the completion of the evaluation of the bids, giving a deadline. Economic operators will forward the answers to the clarifications and any required documents on-the evaluation of the tenders through the SEAP (the "Questions" section), in electronic format, signed with the electronic signature, according to the Law 455/2001. with equal prices:

- The classification will be done exclusively according to the price and not by the quantification of other elementsthe technical nature or other advantages resulting from the way the contract is performed by the economic operators,

- In order to divide the tenders, the contracting authority will request the submission of new financial offers in the SEAP (the procedure being carried out entirely by electronic means)
