The natural or legal persons or associations of those active in Kavala are eligible to participate. the object of the road works, plumbing, electricity and water purification and treatment projects for liquid solid and gaseous waste, and located:

(a) in a Member State of the Union;

. (c) in third countries that have signed and ratified the GPA, insofar as the public procurement contract is covered by Annexes 1, 2, 4 and 5, and the General Notesof the Union-related Appendix I to this Agreement, and

(d) third countries not covered by subparagraph (c) of this paragraph and having concluded bilateral or multilateral agreements with the Union on public procurement procedures. participates either individually or as a member of an association.

Associations of economic operators participate under the terms ofNos. 2, 3 and 4 of Article 19 and par. 1 (e) and 3 (b) of Article 76 of Law 4412 / 2016.

These associations are not required to have a specific legal form for filing bid. If the association becomes a sponsor, its legal form must be such as to ensure the existence of a single tax register for the association (eg a consortium).In order to be eligible for the pursuit of professional activity, economic operators are required to be registered in the relevant professional register kept in their State of establishment. In particular, bidders established in GREECE are required to be registered with the Registry of Contracting Enterprises (MEEP) or the Registry of Public Works Contractors.(ΜΕ.Ε.Ε.Ε.), in the category (s) of work referred to in Article 21 of the Declaration.

Bidders established in a Member State of the European Union are required to be registered in the Registers of Annex XI to Appendix A of Law 4412/2016. 22.c) of the declaration:

(a) domestic or foreign economic operators who meet the requirements of the economy are acceptedand financial competence, as defined in Article 51 of Presidential Decree no. 71/2019 as applicable, for the categories of projects referred to in Article 21.

Specifically:

For the category of road construction:

Economic operators must hold fixed assets of EUR 250 000.00 or more, own funds 750 EUR 000, 00 and above, and a minimum turnover of three years of 1 500 000, 00

For the category of hydraulic projects, E / M projects, and water purification and treatment projects for liquid solid and gaseous wastes: Economic operators must have fixed assets of EUR 50 000.00 or more, equity of EUR 100 000.00 and above, and a minimum turnover of three years of EUR 300 000.00.may exceed the maximum permissible backlog of contracts, in accordance with the specific provisions of article 20 par. 4 of Law 3669/2008, as in force.

It is emphasized that any reference to this article to provisions of PD. 71/2019, solely for the purpose of describing the requirements for participation in this competition. As a result, the economic operators that are surprised at thischange the selection criteria herein, may participate in this award process, irrespective of their enrollment in the MEHR Classes.
