Full Video Surveillance at Airport Border Crossing Points

1) The contracting authority intends to acquire 16 video surveillance complete (15 complete video surveillance type 1 and 1 full video surveillance II), including installation, configuration, commissioning and personnel trainingcontracting authority. The public procurement will ensure the supervision and control of state border crossing, the prevention and the fight against illegal migration and cross-border crime, at the following airport transit points:

Main Site: Airport Border Crossing Points, according to the tender book.

The solution will allow programming-and visualization of remote cameras from a central level via the Romanian Border Police's voice communications network.

The kit will be composed mainly of fixed IP mobile surveillance cameras, PoE-powered equipment, communications, video monitoring and recording systems, etc.

The purpose of the acquisition is to make it possible to record the entire activechecks on control filters in order to track "conflicting" situations at check-in counters, as well as to monitor the correct application of the procedures governing the crossing of the border, to ensure operational supervision both in the area to be used for the Schengen area, as well as in the non-Schengen area, in order to carry out specific activities-The contracting authority intends to acquire 16 video surveillance complete sets (15 Type I video surveillance and 1 full video surveillance type II) including the installation, configuration, commissioning and training of the contracting authority staff

1) Economic operators participating in the proceeding (inclassociations, subcontractors, third party supporters) should not be found in the situations provided by art. 164, art. 165 and art. 167 of Law no. 98/2016 on Public Procurement.

Way to perform: To demonstrate that this requirement is fulfilled, economic operators participating in the award procedure will complete the DUAE (Single European Procurement Document) with informationis related to their situation. DUAE will be completed in accordance with the Notice of the National Agency for Public Procurement (ANAP) no. 240 on the DUAE User Guide (economic operators). (2) of the Law no.98/2016 on public procurement, are: (a) tax attestations regarding the payment of taxes, duties or contributions to the general consolidated budget (local budget and state budget), showing the absence of overdue debts at the moment of their presentation,

(b) where appropriate, documents demonstrating that the economic operator may benefit from the derogations provided for in art. 166 par. (2), art. 167 par. (2) and Art. 171 of Law no. (C) the criminal record of the economic operator and the members of the administrative, management or supervisory body of that economic operator or those having the power of representation, decision-making or control within that economic operator, as is apparent from the certifying certificate issued by-ONRC / Articles of Incorporation, (d) other editing documents, as appropriate.

If documents of the type required are not issued in the country of origin or in the country where the economic operator is established or do not cover all situations covered by art. 164, art. 165 and art. 167, any document considered as edifying, issued by the competent authorities of that country, shall be accepted.the documents shall be transmitted in the language in which they were issued, accompanied by a certified translation in the Romanian language. Note: It shall not be in the situations stipulated in art. 164, 165, 167 of Law no. 98/2016 on public procurement: the tenderer / members of the association, the subcontractor / subcontractors, the supporting third party (s); 2)-The economic operators participating in the procedure (including associations, subcontractors, supporting third parties) should not be in the situations provided by art. 59 and art. 60 of Law no. 98 / 2016.

Mode of accomplishment: Form no. 8 - Declaration on the avoidance of conflict of interest, according to the provisions of art. 59 and art. 60 of Law no. 98/2016 on acquisitionwhich will be presented with D.U.E. When submitting an offer in association, each associate has the obligation to demonstrate the fulfillment of the requirement. This statement is also required for potential subcontractors. In the case of submitting an individual / joint offer that is financially and / or technically-professionally supported by third party / third party supporters, each supporter has the obligation to demothe fulfillment of the requirement. 63 par. Subcontractors whose capabilities are based on the bidder must, in turn, complete DUAE separately, including all the information referred to in Art. 55 par. (1) lit. a), as well as those in par. (1) lit. b) of Law no. 98/2016 on public procurement, with subsequent modifications and completions, in terms of the capacities of the subcontractorsis based on the tenderer in the award procedure concerned. In the case of subcontractors on whose capacity the bidder is not based, the DUAE will only contain the information mentioned in art. 55 par. (1) lit. a) of Law no. 98/2016 on public procurement, with subsequent modifications and completions; 6) For information on third party advocates, the DUAE will be filled in.
