Sanitary veterinary actions included in the program of actions for surveillance, prevention, control and eradication of animal diseases, of animals communicable from animals, protection animals and environmental protection, identification and registration of bovine animalssows, sheep, goats and equidae, the actions provided in the surveillance and control program in the field of food safety within C.S.V.A. Vinga

Surveillance, prevention, control and eradication of animal diseases, transmissible from animals to humans, animal protectionprotection of the environment, services for identification and registration of animals and their movement, as well as for correction of any errors or non-conformities generated by the non-observance of registration deadlines or registration errors in accordance with the specification and annexes attached to the C.S.V.A. Vinga

1) Requirement:

The bidders participating in the procedure will prove incompletein the situations referred to in art. 59, 164, 165 and 167 of Law no. 98/2016 on Public Procurement

1) Proof of Provenance:

The European Unique Acquisition Document (DUAE) will be filled in and filed in respect of the non-compliance with the exclusion situations provided for by national legislation

Note 1: Both the associated bidder, as well as the supporter or subcontractor. Note 2: Ifthe third party / third party, the subcontractor / subcontractors fall within one of the grounds for exclusion provided in art. 59, 164, 165 and 167, the contracting authority shall request, once, that the economic operator shall replace the supporting third party / supporter, respectively the subcontractor / subcontractors.

Taking into account the provisions of art. 196 of Law 98/2016 at the request of the contracting authority(a) the criminal record certificate of the economic operator and of the members of the management, management or supervisory body of the economic operator and the members of the administrative, management or supervisory body of the economic operator, or those who have the power of representation, decision or control within it, such as rfrom the certificate of incorporation issued by ORC / constitutive document or, as the case may be, documents proving that the economic operator may benefit from the derogations provided by art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public procurement.

In the case of an association, the certificate will be presented by each individual partner,

(b)horse of the legal person - in original, legalized copy or legible copy with the mention "according to the original" (scanned),

(c) documents issued by the competent legal authorities stating that the tenderer has fulfilled its obligations to pay the taxes and taxes to the consolidated general budget, as well as local taxes, in accordance with the legal provisions in force in Romaniaor in the country where the legalized copy or legible copy with the "original" (scanned) is established, for the Romanian legal persons, respectively original or copy according to the original and translated into Romanian (scanned), in case In the case of an association the certificates will be presented by each of the associates separately.

Note:

From the certificateit must be proved that the tenderer has no overdue debts at the moment of their presentation as a result of the request submitted by the contracting authority in accordance with the provisions of art. 196 of the Law no. 98 / 2016.

The proof of payment of the fees is made by presenting the standard forms issued by the competent bodiesthe fulfillment of the payment obligations. Tenders submitted by economic operators with unpaid debts to the state budget or the local budget and who have not received facilities / rescheduling to pay these debts (taking into account the maturity of their payment) will be disqualified / rejected; ) Requirement:

The bidders participating in the procedure will prove noncompliance inthe situations stipulated in art. 60 of Law no. 98/2016 on public procurement.

2) Requirement: If the tenderers participating in the prothe cedar invokes the financial support, the third party must not comply with the provisions of art. 59, 60, 164, 165 and 167 of Law no. 98 / 2016.

Note: If the third party does not meet / meet the relevant capacity criteria or a third-party exclusion condition is found, the contracting authority shall request only once that the economic operator substitute the third party1) Requirement: Information on the annual turnover for the last 3 years, respectively 2015, 2016 and 2017, to the extent that the information is available.

(4) of H.G. 395/2016; 4) Requests for clarification regarding this tender documentation will address exclusively in the SEAP in the "Questions" section of the award procedure conducted by electronic means, and the answers to them-will be published in the SEAP both the "Questions" section and the "Documentation, clarifications and decisions" section of the tender notice, the contracting authority will not respond to the requests addressed by another means of communication than the one established in accordance with the provisions of art. 64 par. (1) of the Law no. 98/2016 on public procurement. For transmission of messagesto the clarification countries regarding the awarding documentation, the economic operators will register with SEAP (www.e-licitatie.ro) as an economic operator and as a participant in the awarding procedure. For the subsequent posting of bids, the evaluation committee will forward requests for clarification regarding the bid by using the technical facilities available in SEAP (section "Intrebari ") The economic operators will send the answers to the clarifications and any documents requested during the evaluation of the offers through SEAP (section" Questions ") in electronic format, signed with the extended electronic signature according to art. 60 par. (4) of H.G. 395/2016
