Legislation in the specific area of urban planning and planning foresees the obligation of the executive authorities to update the General Urban Plan.

During the year 2014, the Municipality of Arad, following a public procurement procedure, concluded the contract services no. 12054 / 26.2.2014 with the National Institute for Research and Development in ConstructionUrbanism and Territorial Development URBAN-INCERC, having the subject of updating the general urban plan of Arad municipality. The contract was terminated prior to completion due to reasons beyond the control of the contracting authority, since the objective was not achieved, namely the update of the PUG, but following this contract some documents were required to update the PUG.
