Design and approval services for "Updating the General Urban Plan of Arad City"

The General Urbanism Plan is both strategic and strategic in character, and is the main instrument of operational planning, constituting the legal basis for implementing development programs and actionsMain Site: Arad City

Legislation in the specific area of urban planning and planning foresees the obligation of the executive authorities to update the General Urban Plan.

During the year 2014, the Municipality of Arad, following a public procurement procedure, concluded the contract services no. 12054 / 26.2.2014 with the National Institute for Research and Development in ConstructionUrbanism and Territorial Development URBAN-INCERC, having the subject of updating the general urban plan of Arad municipality. The contract was terminated prior to completion due to reasons beyond the control of the contracting authority, since the objective was not achieved, namely the update of the PUG, but following this contract some documents were required to update the PUG. 1) Bidders / associations, third parties and subcontractors it must not be found in the situations provided by art. 164, 165 and 167 of Law 98/2016. The contracting authority will exclude from the present award procedure the tenderer who is in preferenceArt. 164, 165 and 167 of Law no. 98/2016. The way by which the fulfillment of the requirement can be demonstrated: ITUs will be filled in by economic operators with information related to their situation. The supporting documents proving the fulfillment of the undertaken by completing the DUAE will be presented at the request of the contracting authority only by the first ranked bidderthe ranking of the bid evaluation. These are: the criminal record of the economic operator, the criminal record of the members of the administrative, management or supervisory body of the economic operator, as well as those with the power of decision, representation or control within the latter, as evidenced by the certificate ONRC / constitutive act; certificatenotes that there is no outstanding debt in respect of the payment of taxes, duties or contributions to the consolidated general budget at the time of presentation; documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016; other editing documents, as appropriate; 2) Statementregarding non-compliance with the provisions of art. 60 of Law 98/2016. In the case of bids placed on the first place, having the same bid value, the bidders will be redeemedthe financial proposal.

According to art. 123 of GG 395/2016, the tenderer will indicate in the offer which information from the technical proposal and / or the financial proposal is confidential, classified or protected by an intellectual property right. Having regard to Law 184/2016 on the establishment of a mechanism for the prevention of conflicts of interest in the award procedureof the public procurement contracts, the bidders will fill in the form "ANI Information Annex", a form that is found in the "Forms" section. This will be completed for each decision-maker as evidenced by the certificate issued by the ONRC.
