The market concerns the acquisition by rental of 15 electronic newspapers, with services installation, maintenance, maintenance and deposit at the end of the contract.

The market relates to the acquisition by rental of 15 electronic newspapers, with benefits of installation, maintenance, maintenance and deposit at the end of the contract.

The location of the 15 electronic newspapers is specified in the Bordereau contractual unit prices and lump sum (BPUF), as well as in the appendix to the Cahier des clauses techniques particulieres (CCTP).

See art. 5.1 of the RC: the production of the documents quoted below will be required only of the candidate to whom it is envisaged to attribute the market:

- declaration on the honor pertaining to the exclusions of the art. 48 of the Ordinance on Public Procurement in accordance with Article 39-II of Law 2016-1961 of 9.12.2016,

- Certificates issued by tax and social authorities and bodiestents,

- where applicable, the candidate also produces the parts provided for in Articles R. 1263-12, D. 8222-5 or D. 8222-7 or D. 8254-2 to D. 8254-5 of the Code of work,

- extract from the relevant register, such as an excerpt K, an excerpt K-bis, an excerpt D1 or, failing that, an equivalent document issued by the competent judicial or administrative authority of the country of origin or of the candidacyat, attesting to the absence of cases of exclusion,

- copy of the judgment (s) pronounced (candidate in receivership).

- statement concerning the overall turnover of the candidate and, where appropriate, the figure of business in the area covered by the public contract, for a maximum of the last 3 years available depending on the date of creation of the business ou the beginning of the economic operator's activity, to the extent that information on these sales figures is available,

- if, for a justified reason, the economic operator is unable to produce the information and documents requested by the buyer, he is authorized to prove his economic and financial capacity by any other means considered appropriate by the buyer.

By the mere submission of a letter, the company confirms its intention to apply for and tender for the consultation and undertakes, if it is designated recipient, to sign the framework agreement (Act of Award) as well as all the ancillary documents provided for by the regulations and / or recalled in the documents of the consultation. In the event of a refusal of signature, the auctioneer exposes himself to his responsibilityabilite engaged by the buyer. The requirements of the community regarding the modalities of transmission of the candidatures and the offers are envisaged with the regulation of the consultation (technical environment necessary for the good operation of the service, modalities of obtaining documents, precisions as for the particular modalities of transmission, reminder of the dematerialized procedure of presentasubmission and submission of tenders, use of anti-virus). It is specified that, in accordance with Articles 55 and 68 of Decree No. 2016-360 of 25.3.2016 relating to public markets, the buyer may decide to examine the tenders before the candidatures. The estimate items II.1.5) and II.2.6) are announced in euros before tax for 8 years for the 15 electronic newspapers. A reexamination clause is planned (see ACCP rt.6). The contract will be awarded on the basis of the following criteria: overall cost score on 15 points and technical value criterion on 5 points cf. art 4.1 of the RC. The community has not provided for the withdrawal of consultation files in paper format and requires the filing of applications and offers.
