1. If the commission finds that more than 2 admissible tenders with equal scores have been deposited / introduced in the SEAP, the contracting authority will request clarification bythrough the SEAP, for the electronic loading by the economic operators of signed documents with extended electronic signature that contain new prices (Pu with 2 decimal places), in which case the framework agreement will be assigned to the first 3 bidders in decreasing order of the score obtained in the ranking.

2. If the commission finds that more than 2 offers have been submitted / entered into SEAPthe contracting authority will request clarification through the SEAP for the electronic loading by the economic operators of signed documents with extended electronic signature containing new prices (Pu with 2 decimal places), so that the ranked bidder the first place is not affected, namely its new financial proposalis not equal to or less than the ranked first place. If the new financial proposal as a result of the request of the contracting authority influences the ranking of the first place, it will not be taken into account, keeping the initial offer submitted to the SEAP at procedure. The framework agreement will be awarded to the first 3 bidders in descending order of the score obtained in theasament.

3. Subsequently, in the event that such situations continue to occur, the system will be reapplied until the time when the bids are ranked on distinct positions in the ranking. B) Any economic operator has the right to request clarifications or additional information, signed with an extended electronic signature, only through SEAP, -within a minimum of 15 days before the deadline for submitting bids, according to art. 160 par. 1 and par. 2 of the updated Public Procurement Law no.98 / 2016. To the extent that requests for clarification or additional information have been addressed within the above-mentioned deadline, AC responses will be published in SEAP within 10 days before the deadline for submittingof the offers, according to art. 160 par. 1 and paragraph 2 of Law 98/2016 regarding the public acquisitions, updated, the CA will not comply with the requests addressed by another means of communication or other term than the established one.
