This consultation concerns the conclusion of a framework agreement for tec Control serviceshnique (CT) and assessment services by one or more Qualified Approved Bodies (OQA) of the safety of the design, implementation and operation of public transport systems guided in accordance with the provisions of Decree No. 2017-440 of 30.3.2017 as part of all the development operations of the TCL public transport network excludingthe creation of the new Metro E line, which will be the subject of a specific consultation for these missions. Multi-beneficiary framework agreement without minimum or maximum executed according to the services implemented, by the issue of purchase orders or by the conclusion of subsequent contracts in application of articles R. 2162-2 to R. 2162-14 of the code of public procurement. The Sytral isime the overall expense to 1, 200, 000.00 EUR HT for the entire duration of the framework agreement.

This consultation concerns the execution of to a framework agreement for technical control services (CT) and evaluation services by one or more approved qualified organizations (OQA) for the security of the concException, realization and operation of public transport systems guided in accordance with the provisions of Decree No. 2017-440 of 30.3.2017 as part of the realization of all development operations of the TCL public transport network excluding the operation to create the new Metro E line, which will be subject to specific consultation for these missions. Multi-beneficiary framework agreement without minimum or maximum executed according to the services implemented, by the issue of purchase orders or by the conclusion of subsequent contracts in application of articles R. 2162-2 to R. 2162-14 of the code of public procurement. The Sytral estimates the overall expenditure at EUR 1, 200, 000.00 before tax for the entire duration of the framework agreement.

- the letter of application (printme DC1 or equivalent document) allowing to identify the candidate or each member of the grouping if the candidate is a grouping of economic operators;

- a declaration on honor justifying that the candidate does not enter in any of the cases mentioned in articles L. 2141-1 to L. 2141-5 and L. 2141-7 to L. 2141-11 of the public procurement code and in particular that it meets the obligations concerningnt the employment of disabled workers defined in articles L. 5212-1 to L. 5212-11 of the labor code;

- proof of the candidate`s aptitude to exercise professional activity:

—— entry in the professional register or the relevant trade register of the member state in which it is established: extract K, extract KBis, extract D1, or equivalent;

—— indication of the specific authorization dhave the candidate must have a specific organization or organization of which he must be a member in order to be able to provide, in his country of origin, the service concerned:ment to decree No. 2017-440 of 30.3.2017 relating to the safety of public transport guides:

——— for each of the following five areas: infrastructure; railway control and signaling control; rolling stock; energy and urban integration of trams; and

——— for each of the following categories of installations: installations of monocable cableways (cableways with fixed attachments ordisengageable, double monocable); ski lifts of complex or special technology (funiculars, two-cable cableways, pulses)statement concerning the candidate`s overall turnover and the turnover in the field of activity subject to the public contract, relating to the last three financial years available depending on the date of creation of the company or the start of activity of the economic operator, insofar as information on these turnover is available (form DC2 or equequivalent);

- appropriate declaration from banks or proof of insurance for the relevant professional risks.

The RC of the application phase provides all the additional information to this notice. Subject to a sufficient number of candidacies transmitted and initially admissible, as well as subsequently a sufficient number of classified offers, the maximum number of successful candidates is three eco operatorsnomiques. The information relating to the paragraph of article III.1.3) of this opinion is as follows: `accreditation of the qualified body or the approvals of bodies qualified as competent in each of the following five areas:

——— infrastructures;

——— railway command and signaling control;

——— energy;

——— rolling stock;

——— urban integration of trams;

—— capacity to provide the services of three technical controllers, these capacities be evidenced by providing the indication of the educational and professional titles of the economic operator and / or executives of the company, and in particular those responsible forprovision of services of the same nature as that of the public market;

- minimum threshold requires professional capacity:

—— ability to:

1) perform OQA services to assess the safety of design, implementation and operations on the creation and extension of tramway lines in each of the five areas:

——— infrastructure;

——— control command and signrailway supply;

——— rolling stock;

——— energy and urban integration of trams;

2) provide OQA services to assess the safety of design, construction and operation on operations to extend metro lines in each of the four areas:

——— infrastructure;

——— control command and railway signaling;

——— rolling stock; and

——— energie;

3) perform safety assessment services for cable car installations;

4) perform technical control services for operations to create or extend tram lines;

5) perform services technical control for operations to create or extend BHNS lines;

6) perform technical control services for operations in metro environment;

7) perform technical control services for civil engineering and building operations.

Each of the above seven capacities can be attested by the supply of a selection of references of services executed during :

——— last five years at most for 1;

——— last six years at most for 2;

——— last ten years at most forr 3 to 6; and

——— last three years for 7.

The subsequent contracts will be concluded with the economic operators having presented the most economically tender after application of the following criteria:

- weighted price from 40% to 60%;

- value weighted technique from 40% to 60%.

During the competitive bidding, for these criteria, the final weightings in relation to the rangesdescribed above will be fixed in the corresponding consultation letters.

The good orders will be allocated to the holders of the framework agreement according to a devolution known as follows: they will be allocated in priority to the holder whose offer is classified 1 at the end of this consultation. An order will only be presented to the next holder in this classification if the previousent cannot answer it.
