(18178) 801 Framework contracts for the provision of translation services for SG-DETEC, OFT, OFCOM and FOEN between 2019 and 2022

According to the Federal Law on national languages and understanding between the language communities (Language Law, LLC), the federal departments and the Federal Chancellery (ChF) are required to publish the iinformation in all national languages. The English language is also important because many departments work in an international context

- duration of the contract: from 1.1.2019 to 31.12.2020, with option of extension until 31.12.2022,

- basic money order: 2, 000 pages,

- option: 2, 500 pages.

Proof of qualifyingication listed below must be provided in their entirety and without restriction or modification at the same time as the offer, otherwise it will not be entered into the latter.

CAP1 The 1 active language of the person proposed corresponds to the target language.

Proof: copy of the diploma of maturity or equivalent diploma.

CAP2 The person proposed has a diploma of ua high school of translation or an equivalent course of study in the target language (active language).

For lots 2, 6, 8, 11, 12, 16 and 17 (translations into Italian), Studies in French or German other than translation are admitted.

CAP3 The person proposed has at least 2 years of professional experience in translating the source language (s) into the target language after graduation. work, references of clients for whom translations have been made (name of company or administrative unit, address and telephone number ofntact, indicating the date of execution of the mandate, the source language and the target language as well as the specialized domain) covering the two years. The requesting service reserves the right to check the references. The written consent of the contact persons to provide information on the relevant mandates shall be attached to the offer.

CAP4 The tenderer has an indendante (only for sole proprietorships)

Proof: attestation from the relevant AVS compensation fund that the tenderer is contributing directly as an independent.

Foreign bidders: equivalent proof.

CAP5 The person proposed and invited to intervene is willing to submit to a security check on persons carried out by the confederateion. You will find more information under www.aios.ch

CAP6 The person proposed and authorized to intervene authorizes personal data used to quality assurance are harvested and processed by staff of the contracting authority authorized to do soMandate: Written and signed confirmation that the proposed person authorizes the collection of such data.

CAP7 The Bidder agrees to the following conditions:

a) respect of the General Conditions (GC) of the Confederation. relating to the purchase of services (see specifications, point 10, ref. [1])

(b) compliance with the Services Ordinanceand instructions from the Federal Chancellery on linguistic services (see specifications, point 10, ref [6] and [7])

(c) compliance with the Code of Conduct of the Federal Administration (see the charges, chapter 10, ref. [10])

d) respect for the terminology and the phraseology used by the confederation (see specifications, chapter 10, ref. [7]); ) prohibited(f) prohibition of the use of an automatic translation tool without the written agreement of the contracting authority; (g) the prohibition of sending translations in unencrypted form; guarantee direct access to the person executing a translation mandate. This person is the only one to have access to texts to translate. The bidder does not receive-a description of the translation mandate, which will be used to prepare the corresponding invoice in due time;

i) prohibition to propose collaborators of the services applicants;

j) waiver of any copyright or similar right on the translations provided (k) realization by the linguistic services of SG-DETEC, OFT, ...

General Conditions: Performance according to the General Conditions (GC) of Confederation on the purchase of services (edition: September 2016, state: September 2016). These can be consulted under www.bbl.admin.ch - section Documentation - GC.

Negotiations: are reserved.

Conditions governing the procedure: the adjudicator-contracts for services to be performed in Switzerland only to tenderers who ensure compliance with the provisions relating to the protection of workers and working conditions and equal pay for women and men. If the services are performed abroad, the tenderer must ensure that he / she complies with at least the fundamental Conventions.the International Labor Organization mentioned in Annex 2a of the OMP. The Confederation Procurement Conference (CA) document must be signed and attached to the offer.

Closing time for the submission of tenders / Remarks: remarks on the submission of tenders: place of delivery of the tender: according to figure 1.2:
