Maintenance and upgrading of electrical equipment outside public lighting, on the Loire-Atlantique road network
The electrical equipment concerned are:
Main Site: Departmental roads of Loire-Atlantique.
Form of market: has purchase orders with minimum and maximum. Award of a single market. Total amount of benefits for the duration ofthe framework agreement: period n 1: minimum HT 250, 000.00 EUR, maximum HT 1, 000, 000.00 EUR), total: minimum 250, 000.00 EUR, maximum 1, 000, 000.00 EUR.
- declaration on the 'honor to justify that the candidate does not enter into any of the prohibitions to tender,
- copy of the judgment (s) pronounced, if the candidate is in receivership or equivalent procedure for foreign candidatesgers.
- declaration concerning the overall turnover and the turnover concerning the services covered by the contract, performed during the last 3 financial years available,
- proof of insurance for professional risks.
The application may be presented either in the form of the DC1 and DC2 forms (available free of charge on the website www.economie.gouv.fr.), or under theform of a Single European Market Document (DUME).
Transmission of bids by electronic means is required for this consultation. Therefore, paper transmission is not allowed. The transmission of documents by electronic means is carried out on the buyer profile. The choice of transmission mode is global and irreversible. Applicants must apply the samemode of transmission to all documents transmitted to the contracting authority. Each transmission will be subject to a certain date of reception and an electronic acknowledgment of receipt. As such, the reference time zone is that of (Gmt 01:00) Paris, Brussels, Copenhagen, Madrid.
The mail will be considered if the download ends after the scheduled date and time. If anew fold is sent electronically by the same candidate, the latter cancels and replaces the previous fold. The fold may be duplicated by a backup copy transmitted within the time allowed, on electronic physical medium (CD-ROM, DVD-ROM, USB key) or on paper medium. This copy must be placed in a fold with the mention, as well as the name of the candidate and the identification of theprocedure concerned. It is opened in the following cases:
- when a malicious computer program is detected in the fold transmitted electronically; - when the electronic mail is received incomplete, out of time or could not be opened, provided that its transmission has started before the closing of the delivery of mail. The electronic signature of the fold does not constitute a signature of the documentsthat it contains. In accordance with the decree of 22.3.2019 relating to the electronic signature of public order contracts, the signature must be an advance signature based on a qualified certificate, as defined by European regulation n 910/2014 of 23.7.2014 on the 'electronic identification and trust services for electronic transactions (Eidas). However, theseRGS-type signature certificates remain valid until their expiration.
