The acquisition of cadastre and topography services, according to the requirements of the Terms of Reference, consisting mainly of the following operations:

Acquires cadastre and topography services, according to the requirements of the Bidding BookThe estimated value of the framework agreement, excluding VAT: 1 190 272. Currency: RON - The minimum and maximum amounts estimated by the contracting authority that may be requested during the duration of the framework agreement are set out in the Annex to the Tender Specifications. The minimum and maximum quantities estimated by the contracting authority as being the subject of the largest subsequent contract, having as object cadastral operationsthe following are the following: minimum quantity one cadastral operation, maximum quantity 100 cadastral operations

Frequency of contracts to be awarded: maximum 3 (three) subsequent contracts / monthly

Estimated value of the largest subsea contract, excluding VAT: 50 000 Currency: RON.

1) Bidders, third parties and subcontractors should not be in the foreseeable situationit`s at art. 164, 165 and 167 of the Public Procurement Law 98/2016, with the subsequent additions and modifications; 2) The bidders, the supporting third parties and the subcontractors must not find themselves in the situations stipulated in art. 59 and 60 of Law no. 98/2016 on public procurement, with subsequent amendments and amendments.

Initially, the economic operator (leader, assubcontractor, third party) shall fill in the corresponding requirements in the DUAE form in the awarding documentation, according to art. 193 corroborated with art. 60, art. 170 and art. 183 of Law no. 98/2016 on public procurement, with subsequent amendments and amendments. After analyzing the content of the DUAE, the evaluation of the technical and financial proposals and the application of the award criterion asthe evaluation commission will ask the tenderers ranked on the first 3 places in the ranking established in the increasing order of the comparison price determined according to the calculation method described in Section IV.2.1) Award criterion, depending on the number of admissible tenders, presentation up-to-date supporting documents demonstrating the fulfillment of tto all the qualification criteria required in this Section, according to the information contained in the DUAE, as provided by art. 196 par. (2) of the Law no. 98/2016 and art. 132 par. (2) of GD no. 395/2016. The declaration on non-compliance in the situations of conflict of interests, according to the provisions of art. 59 and 60 of Law no. 98/2016 on Public Procurement (Form 2), withcompletions and subsequent amendments, accompanied by the Annex containing the decision-makers of the contracting authority regarding the organization, conduct and finalization of the award procedure will be submitted with the DUAE, signed with the extended electronic signature.

The supporting documents that the tenderer will present to demonstrate the fulfillment of the criteriaThe qualification required in this section is the following:

1) Bidding mode: if two or more offers are within the rangethe contracting authority will ask the tenderers for a new financial proposal in the new SEAP where the winning bids will be designated by re-ranking the ranking in the ascending order of the re-priced comparison prices; the obligation to establish the winning bid of the admissible offers, onthe basis for applying the criterion for the award of the framework agreement; 3) information on the person empowered to represent the economic operator for the purpose of participating in this public procurement procedure will be filled in to the DUAE; 4) having regard to the provisions of art. 20 par. (6) of GD no. 395/2016, the economic operators participating in the procedure will fill in the SEAP responses on the AAUA, directly after authentication. Details of the DUAE preparation are found in the "DUAE Information" DUAE Completion Guide section; 5) Before awarding the framework agreement, the contracting authority will request the bidders placed on the top three places in the ranking drawn up after the application the award criterion, in increasing order of price cdepending on the number of admissible tenders, to submit without delay updated supporting documents demonstrating the fulfillment of all the qualification criteria, according to the information contained in the DUAE, according to the provisions of art. 196 par. (2) of the Law no. 98/2016, with subsequent modifications and completions; 6) The awarding documentation is published in the newSEAP, ensuring direct, full, unrestricted access of economic operators. In order to view the awarding documentation uploaded in SEAP, economic operators must have a program to view the electronically signed files (this program is available free of charge on the websites of the electronic signature providers); 7) In order for the authority to observethe contractor of the obligation established by the provisions of art. 160 par. (3) of the Law no. 98/2016, not to disclose the identity of the economic operator who requested clarification or additional information regarding the awarding documentation, the economic operators will comply with the provisions of the ANAP Notification no. 253 dated 6.9.2016 regarding the Way of Request clarification through SEAP, and certaine "when entering the question title, the content of the question, as well as the content of the document it will attach (if applicable) will not indicate the identity of the economic operator that addresses the request for clarification or additional information"; 8) Award procedure of the public procurement contract is initiated under this Suspension Clause, in the sensethat the conclusion of the subsequent public procurement contract is conditioned by the allocation of the budgetary credits for this purpose, the signing of the subsequent contract being made in compliance with the provisions regarding the commitment of the expenditures from the budgets that fall under the legislation on public finances. Having regard to the provisions of Law 98/2016 on Public Procurement and H.G.no. 395/2016, with the subsequent modifications and completions, the contracting authority will conclude the subsequent contract with the winning bidder only insofar as the funds required for the acquisition will be secured by the allocation of the budget credits to this destination.
