The general objective related to each lot aims to increase the energy efficiency, in the residential buildings of the municipality of Oradea, in order to reduce high energy consumption.

Main Site: Oradea Town.

Lot 4 Thermal rehabilitation of block of flats block 6 / A, located in Oradea, Bucharest Square no. 6 / A, Oradea municipality, Bihor county.

The general objective of the project is to increase the energy efficiency, in the residential buildings of Oradea, in order to reduce the high energy consumption.

Specific objectives of the projectThe investments are:

1) the energy efficiency of the collective residential buildings;

2) the reduction of the annual primary energy consumption compared to the initial consumption after the implementation of the energy efficiency measures of the collective housing buildings.

This objective will bring benefits in terms of reducing heat losses and improving interior comfort and efficiencyenergy;

3) estimated decrease of greenhouse gas emissions (equivalent tonnes of CO2) after the implementation of energy efficiency measures.

Intervention measures involve: substantial decrease of energy consumption, efficiency. falls within the situations provided by art. 60, 164, art. 165, art..167 of Law 98 / 2016.

The modality by which pthe fulfillment of the requirements can be demonstrated: the DUAE will be presented in accordance with the provisions of art. 193 para. (1) of Law 98/2016, and the supporting documents proving the fulfillment of those assumed in the DUAE will be presented, at the request of the contracting authority, only by the tenderer ranked on the first place in the intermediate ranking drawn up at the end of the evaluation of the offers.they regarding the non-classification in the situations provided in art. 60, art. 164, art. 165, art. 167 is also addressed to subcontractors and third parties according to art. 170/1 and 183/1 of Law 98 / 2016.

The supporting documents will be able, to the extent that they provide all the information requested in the DUAE, the following:

1) certificate regarding the payment of the obligations to the general consolidated budget (local budget and budgetl) to confirm that the offeror has fulfilled his outstanding obligations to pay taxes, taxes and social security contributions at the registered office, the secondary offices, as well as the point / points of work "for which there are payment obligations" at the time of their submission;

2) criminal record for the economic operator;

3) the criminal record of the members of the administrative bodynistration, management or supervision of the respective economic operator or of those with power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive document;

4) as the case may be, documents by which proves that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para.(2), art. 171 of Law 98/2016 on public procurement;

5) any equivalent documents issued by authorities in the country in which the bidder is resident;

6) any other edifying documents.

3) The provisions of section II.1.6) "Division on lots" will applyas per the announcement of participation, respectively a bidder may submit bids for one or more lots. The contracting authority does not limit the number of lots for which an economic operator can submit his offer and will not use the provisions of art. 41 paragraph (5), (6), (7), (8), (9) and (10) of Law 98/2016.
