OR5-01 - Supply of a Metrological System for the Sardinia Radio Telescope

The Sardinia Radio Telescope (SRT) and a radio telescope with a primary mirror of 64 meters of the National Institute of Astrophysics (INAF). SRT is equipped with an active optics system capable of modifying the shape of the reflector profileprimary (M1) and suitably moving the secondary reflector (M2). This feature, once equipped with appropriate metrology systems, makes it capable of observing at frequencies up to 110GHz (W band).

With note prot. n. 424 of 28.2.2018, The Ministry of Education, University and Research () has issued the (hereinafter also referred to as).The Sardinia Radio Telescope, which was included in the Notice as subject to upgrading, and in response to the Notice, INAF presented the project proposal (), divided into nine (hereinafter also referred to as).

Among these Objective 5, called, intends to acquire a metrological system for the control of the deformations of the radio telescope structure (atidada, primary M1 and secondary M2 mirrors) due to gravitational and thermal effects. The metrological system, understood as the set of sensors, networks, models, etc., is defined by subsystems that group homologous types of sensors and functions. Each subsystem helps to assess the extent of the causes or effects of the deformations that degrade the antenna performance, with theobjective to correct the deformations of the primary reflector, the alignment of the secondary and the aiming model, exploiting the potential offered by the active parts of the antenna. closed loop gravitational and thermal effects affecting M1, M2 and alidade,

- Increase in surface efficiency by measuring and correcting with a closed-loop control the gravitational and thermal effects on M1,

- Characterization of wind-induced structural effects,

- Implementation of a data storage system and a deformation model.

Subject of the tender, and purpose to be achieved through competitive dialogue, and therefore planning, the supply, installation and integration of a network of metrological sensors, the implementation of a data collection and storage system and a model of structural deformations of the antenna based on FEA.

Following the financing obtained, given the absence of integrated solutions already available on the market, considering the necessary design effort and the consequentdifficulty for the contracting station to establish both the best solution and the overall technical specifications with sufficient precision, INAF believes that the competitive dialogue is the most suitable institution for the selection of the supplier able to support the contracting station in the realization of the set goals for this tender.

The competitor not established in Italy but in another Member State or in one of the countries referred to in art. 83, paragraph 3 of the Code, presents a sworn declaration or according to the procedures in force in the State in which it is established.

The present procedure is divided into 3 phases:

- Phase I - prequalification; the prequalification phase and aimed at assessing the technical, professional and economic requirements of the companiescandidates who express an interest in being admitted to the dialogue procedure.

The contracting station will then proceed to verify the applications received, as well as to verify the presence and completeness of the documentation requested.

Subsequently, all participants will be notified of the continuation of the procedure in question and, in particular, the start of the dialogo, with the transmission of the information on the conclusion of the first phase and the invitation to participate in the dialogue with the selected economic operators ().

- Phase II - dialogue; in the second phase the Contracting Station invites the economic operators to present the design solutions, examines the same and dialogues with the admitted candidates, in order to identify the most suitable means and solutionsi to satisfy the needs and objectives of the supply,

- Phase III - presentation and evaluation of the final offer; in this phase the Contracting Station, on the basis of the solution or solutions identified, invites the economic operators admitted to present a final offer, evaluates the offers based on the award criteria and awards the procedure. The contracting station will reserve itselfis to carry out negotiations with the highest bidder, pursuant to art. 64, paragraph 11, letter b, of Legislative Decree 50/2016, and s.m.i.
