The present consultation is organized on formalized procedure applicable to the procuring entities passed pursuant to article 26 of the 2016-360 decree of 25.3.2016 submitted to the order 2015-899 of 23.7.2015 relative to the public markets.

2 ) The procedure of the formalized procedure is organized on a negotiated procedure with prior call for competition under the article74 of Decree 2016-360 of 25.3.2016 relating to public markets;

3) The contract will be concluded in the form of a framework agreement provided for in Article 51 of Directive 2014/25 / EC of 26.2.2014. It has the same meaning as a purchase order contract in accordance with Article 78 of the Decree of 25.3.2016;

4) The most economically advantageous tender valued according to the criteria set out below with their weighting.:

Criterion # 1: 60% - technical value of the offer,

Criterion # 2: 40% - price of the services the criterion will be assessed in the light of the following elements:

- technical solution, type of connection, management tool and billing - 16 points,

- incident management and resolution, hourly coverage, quality service commitment, penalties for non-compliance with commitments - 16 points,

- accompaniesimplementation, detailed planning presentation - 16 points,

- commitment on time to commissioning - 8 points,

- quality of the response - 4 points.

The criterion will include the amount of the order simulation of the candidate established on the maximum duration of the market is 8 years;

5) Dematerialisation: an appendix to the consultation regulation is attached to the file: the candidate is required toto expect and apply the conditions for the delivery of a mail electronically. Modality of communication and electronic exchanges: The whole of the exchanges and communications during the public procurement procedure will be dematerialized. These exchanges are made via the platform of dematerialisation achatpublic.com and concerns mainly:

- the setting available to docsof the consultation,

- the reception of the candidatures and the offers, for all the phases,

- the questions / answers of the buyers and the companies; requests for information, complements, negotiations relating to the negotiations, - notifications of decisions (letter of rejection, etc.)
