1requires a valid registration in the Communications Regulation Commission for the provision of public mobile (mobile) telephone services and has a duly issued authorization. The participant must have a valid permit for use of an individually assigned scarce resource - radio frequency spectrum for the provision of public electronic communications via GSM - GSM.-The participant must have a valid permit to use an individually assigned scarce resource - a radio frequency spectrum for the provision of public electronic communications through UMTS. The Contracting Authority has the right to withhold the performance guarantee provided that the contractor does not partially or fully fulfill his obligations under the public procurement contract. The performance guarantee is retained and released under conditionsas well as the terms and conditions stipulated in the contract for performance of the public procurement. 55, para. (1) (5) of the PPA, the contracting authority shall require the removal of a participant who has attempted to: (a) influence the contracting authority's decision on the removal, selection or award, including by providing false or misleading information; or
