CPV Description: Telecommunication services - Selection of an operator for the provision of telecommunications services through a GSM / UMTS public telecommunication network with national coverage, provision of specialized supplies and services The contractor of this tender should provide a continuous public mobile telephone service through public mobile terrestrial GSM and UMTS networkson the basis of an individual license or registration under a general license of approximately 1176 SIM cards for mobile telephone services and 203 Maps for Mobile Internet

Main Site: The place of performance of the public procurement is the territory of the Republic of Bulgaria and the territory of the countries with whose operators the Participant has concluded roaming agreements

The provision of the telecommunication services isfor 1 176 voice SIM cards for mobile phone services and 203 mobile data cards, and includes all GSM / UMTS (phone calls, SMS and MMS, data transfer, mobile internet access and more )

The number of SIM cards and mobile Internet numbers indicated is not constant and may be increased or decreased during runtime-of the contract

The employees of the Ministry of Environment and Water and the Secondary Budget Authorities (WRB) to the Minister of Environment and Water SIM cards must be divided into a corporate group

The Secondary Budget Authorities (BDP) to the Minister of Environment and Waters are: RIEW Blagoevgrad; RIEW Bourgas; RIEW Varna; RIEW Vratsa; RIEW Veliko Tarnovo; RIEW Montana; RIEW Plovdiv; RIOSV Pleven; RIEW Pazardzhik; RIEW Pernik; RIEW Rousse; RIEW Sofia; RIEW Stara Zagora; RIEW Smolyan; RIEW Haskovo; RIEW Shumen; EEA; Blagoevgrad DB; BD Varna; BD Pleven; BD Plovdiv; RDP NPP; NPP Pirin and Central Balkan NPP The participant must hold a valid individual license (permission) issued by the Communications Regulation Commission (CRC) for the territory of the Republic of Bulgaria withaccording to the Electronic Communications Act, for the implementation of telecommunications (electronic communications) through a telecommunication cellular network (electronic communications network).

To prove its compliance with this requirement The Participant shall complete Section A: "Fitness" in Part IV: "Selection Criteria" from a Single European Public Procurement (EEDOP) (Annex 3)

Before concluding a contractand a public procurement contract, the contracting authority shall require the tenderer to submit the following:

1.1. a copy of a valid individual license (authorization) issued by the Communications Regulation Commission for the territory of the Republic of Bulgaria under the Electronic Communications Act for the implementation of telecommunications through electronic communications networkIn case the participant is a non - resident person, he / she may present a valid equivalent document or declaration or certificate issued by a competent authority of a Member State of the European Union or of another State party to the Agreement on the European Economic Area, proving the entry of the participant in a relevant register of that country.

On filingthe tenderer will only fill in the relevant section of the EEDOP.

Not required The public tender will be awarded on the basis of the most economically advantageous tender which will be determined according to the "lowest price" criterion.- Participants, who meet the requirements for personal status and the selection criteria and whose Technical proposals have been developed in accordance with the requirementsthe quantification of the tender documentation and the Technical Specification - Appendix No. 1.

1. The call cost in the corporate group is $ 0.000

2. Participants must indicate the unit prices in their price offer in Bulgarian Lev, excluding VAT, in figures, rounded to the third digit after the decimal point. Suggested retail prices for calls to other national mobilesand networks and national fixed networks shall not be lower than the applicable rates defined in an act of Competent Regulatory Authority (CRC) for termination of voice calls on national mobile networks and national fixed networks valid at the date of submission of the offer.

3. When calculating the estimates by individual indicators, the commission will work to the third digit after the decimal pointsign.

4. The prices offered by each participant must not be higher than those announced on its official website and in accordance with the EU regulations. The evaluation of the bids will be done by weights in the complex rating K as follows:

Ц1 - Monthly subscription fee for 1 voice SIM card with 5GB included

Mobile Internet at maximum speed not higher than BGN 10, 000 -13 points

D2 - Price per 1 minute call to all national mobile and fixed networks -35 points

D3 - Price of 1 minute outgoing roaming voice in EU countries - 6 points

D4 - Price of 1 minute incoming call in roaming in EU countries - 6 points

C5 - 1 minute international call to mobile networks in EU countries - 5 points

Ц6 - Price per 1 minute international call to fixed networks in EU countries - 5

Ц7 - Price for 1 pc. SMS to all national mobile networks - 5 points

Ц8 - Price per 1 pc. international SMS to EU mobile networks - 5 points

C9 - 1M Internet roaming price in EU countries - 5 points

Ц10 Number of free minutes for calls to all national networks -15 points

6. The assessment of the individual indicators shall be carried out according to the indicated methodology in Section VII. Award criteria and method of assessmentDocument Affiliate Proposal.

7. Determination of the complex evaluation K - The complex assessment of each participant is determined by the formula: - K = C 1 C 2 C 3 C 4 C 5 C 6 C 7 C 8 C 9 C 10. Ranking: First ranked the highest scorer.

The Commission ranked participants in descending order of the complex assessments of their bids. To be a public performerthe order is determined by the participant who has received the highest number of points in the complex score. If the first ranked participants have an equal number of points, a public lot shall be held for defining a contractor between the first ranked offers according to Art. 58, para. 2, item 2 of the PPP
