Expertise technical, economic, legal and financial (specializationStrategic and operational telecoms) in the area of intelligent territory and digital spatial planning by the electronic communications networks of the Metropole de Lyon.

The present market concerns a service of accompaniment which consists in providing a consulting mission to the Metropole de Lyon as part of itsgeneral support for the intelligent territory.
The service provider will accompany the Metropole de Lyon for:
1) the numerical management of the
2) the master plan of the numerical management of the Intelligent Metropole;
3) the expertises on these areas
The letter of application (prints DC1) or equivalent document to identify the candidate or each member of the groupif the applicant is a group of economic operators.
A declaration on the honor to justify that the operator:
- in no case of prohibition to tender the public markets provided for in Articles L. 2141- 1 to L. 2141-11 CCP (if the printout DC1 is not used),
- is in compliance with Articles L. 5212-1 to L. 5212-11 of the Labor Code concerning the use of tradisabled workers (Metropole model attached to the consultation file) when he / she is subject to it
Precisions:
- if the candidate provides the DC1 print, he / she must also provide the certificate of honor relating to compliance with the provisions of above, or use the Metropole template attached to the consultation file which is valid for biddingArticles L. 5212-1 to L. 5212-11 of the Labor Code. Compliance with the employment obligations of disabled workers applies to all employers, employing at least 20 employees, including public industrial and commercial establishments (Article L. 5212-1 Labor Code),
- if the candidate is group of economic operators, each member of the group must provide a declarationon the honor,
- the candidate must inform the purchaser without delay of any change during the procedure, of its situation with regard to articles L. 2141-1 to L. 2141-11 CCP.
- appropriate declarations of banks or, where applicable, proof of professional risk insurance; if for any good reason the economic operator is unable to produce the information anddocuments requested by the buyer, he is authorized to prove his economic and financial capacity by any other means considered appropriate by the buyer.
The consultation is passed in application of articles L. 2132-2 and R. 2132-7 a R. 2132-14 of the Public Order Code (CCP), and the ruling of 14.12.2009 on the dematerialization of public procurement procedures.retention of documents: the file must be downloaded until the deadline for submission of tenders to the internet address: http://marchespublics.grandlyon.com under reference 19dinsi04. The form of the grouping is imposed on the candidate: he must be conjoined; the representative shall be jointly and severally liable for the other members of the group. Tenders must be submitted in mandatory formterialisee via the platform of dematerialisation: http://marchespublics.grandlyon.com Any offer delivered in paper form will be rejected. Pursuant to Article R. 2142-21 of the CCP, the same candidate is not authorized to submit for the same market several tenders by acting both as an individual candidate and as a member of one or more groupings or by acting both inmember of several groups. If the candidate is a group of operators, the assessment of capabilities is global. There is no requirement for each member to have all of the capacity required to execute the public contract (Article R. 2142-25 of the CCP). If the candidate relies on the capacities of other operators, he justifies the capacities of this or these operators and provides proof thatit will dispose of it for the execution of the market. This proof can be provided by any appropriate means (Articles R. 2143-11 and R. 2143-12 of the CCP).
In case of outsourcing announced with the application, when the candidate relies on the capacities of the sub-contractor. (subcontracting of capacity), the candidate must provide:
- a declaration on the honor of the subcontractor to justify: that he does notin none of the cases of prohibition of tender provided for in Articles L. 2141-1 to L. 2141-11 of the CCP,
- the proofs of the subcontractor's capacities on which the candidate relies,
- a commitment of the sub-contractor. -processing (declaration on the honor or equivalent document) proving that he will put his capacities at the disposal of the candidate for the performance of the market subject of the consultation,
- when thesubcontractor is in receivership, the copy of the judgments pronounced.
