Services for verification of technical projects, specifications, execution details of the projects for authorizing the execution of construction works (CAP) for the areas A4, B2, D the specialties of roads and bridges, and the Af field, both for the verification of the geotechnical studies, as well as for the verification of the founding solutions related to the contracts: "Design and execution 4 lanes widening of the road belt of Bucharest South, between A2 km 23 600 and A1 km 55 520. Lot 1 arrangement of road node CB DN4 (Oltenița) km 29 500-km 33 190 ".

Pursuant to article 221 of L98 / 2016, the contracting authority reserves the rightto make modifications of the contract regarding the following aspects, but not limited to them: the contracting parties; the method of payment and / or recovery of the debts; modifications of the contract generated by the replacement of the certified verifiers for the fulfillment of the contract; modifications of the contract regarding the extension of the terms of delivery of the reports / deliverables; changearea relating to the extension of the duration of the contract; modifications generated by the replacement / introduction of subcontractors; changes in the duration of the contract, without supplementing the value of the contract and without prejudice to the beneficial law. to claim damages / penalties. These changes. they can be made after signing the contract in the conditions provided in the service contract and only in the situationunless they fall within the provisions of art. 221 a. (7) of Law 98/2016. Also, in the sense of art. 221 of L98 / 2016, the reasons for which the contracting authority can extend the duration of the contract may be, without being limited to: new technical regulations; extension of delivery terms for deliverables; the appearance of additional works that need to be verified, prolongedthe duration of the execution of the works and / or the date of receipt at the completion of the works. I. For each lot, the single bidder / the associated bidder / the subcontractor / the third party supporter must prove that it does not comply with the provisions of art. 164 of Law no. 98 / 2016.

For each lot, the unique bidder / associated bidder / sthe contracting party / third party sponsor will complete the DUAE section "Reasons for exclusion" section A "Reasons regarding criminal convictions". present, at the request of the contracting authority, the following edifying documents proving / confirming usframing in the situations provided in art. 164 above, both for the single bidder / the associated bidder, as well as for the supporting subcontractor / third party, declare in the offer:

- the criminal record of the economic operator and of the members of the administration, management or supervision body of the respective economic operator or of those who have the power of representation, decision or controll within it, as it results from the certifying certificate issued by the ONRC / the constitutive act,

- other edifying documents, as the case may be;

II. For each lot, the single bidder / the associated bidder / the subcontractor / the third party supporter must prove that it does not comply with the provisions of art. 165 of Law no. 98/2016. For each lot, the single bidder / the associated bidder / subthe supporting contractor / third party will complete the DUAE section "Reasons for exclusion" point B "Reasons related to the payment of taxes or contributions to social insurance"., prior to the award of the contract, will present, at the request of the contracting authority, the following documents edifficulties that prove / confirm the failure to comply in the situations provided in art. 165 above, both for the single bidder / the associated bidder, as well as for the supporting subcontractor / third party declare in the offer:

A. Romanian legal persons must submit:

- certificate of fiscal attestation regarding the fulfillment of the obligations to pay taxes, taxes or contributions to the gene budgetconsolidated rally, from which the lack of outstanding debts at the time of filing it can be seen;

B. Foreign legal persons will present any edifying documents issued by the authorized institutions of the country of origin (certificates of fiscal attestation, court records, other equivalent documents, etc.) to prove that they have fulfilled their obligations to pay taxes, taxes or contributions to the general consolidated budget, in accordance with the national legislation of the country of residence of the single bidder / associate bidder / subcontractor / third party supporter or of the country where the single bidder / associate bidder / subcontractor / third party supporter is established. III. For each lot, the single bidder / the associated bidder / the subcontractor / the third party supporter must prove that it does not comply with the provisions of art. 167 of Law no. 98/2016. For each lot, the single bidder / associate bidder / subcontractor / third party supporter will complete the DUAE section "Reasons for exclusion", point C. "Reasons related toit is insolvency, conflicts of interest or professional misconduct. 1) The terms specified in the contract regarding payments are justified by the complexity of the road infrastructure project ( major projects), as well as the financial circuit of the funds involving several state institutions;

2) The contract duration is 30months from the date of commencement of the contract;

3) In order to complete the DUAE, the bidders will use the electronic form available in SEAP, according to the ANAP Notification of 8.4.2019. Additional information in section IV.4.3);

To solve the challenge formulated under the conditions of art. 8 or art. 49 of Law 101/2016, under the sanction of its rejection, the person considered to be injured must first constitute a bail in the conditions provided in art. 61 index 1 of Law no. 101/2016
