Technical assistance to develop a tool for assessing energy efficiency policies and measures

The main purpose of this technical assistance contract is to develop a dedicated bottom-up policy assessment tool that would allow quantitative evaluation of the impact of the various energy efficiency policies at EU level including their uptake into the programs and measures implemented at national level targeting both the demand sectors and the energy supply sector. Impacts in the defence and security sector needs also to be included. This tool also should allow estimating the impact of future policy interventions on basis of the ex-post evaluation of the impacts.

TASK 0: Collection of ex-post evaluation studies or existing analysis on the effectiveness of energy efficiency policies in the EU, the Member States and beyond.

TASK 1: Develop a bottom-up assessment tool to quantify the impact of the energy efficiency policies at EU level and their contribution to the EU energy efficiency target for 2020 and in view of the climate and energy objectives for 2030 and beyond.

TASK 2: Quantify/estimate the impacts of the EU energy efficiency policies including their contribution to the EU energy efficiency target for 2020 and 2030 and beyond.

TASK 3: Identify concrete measures at EU level that could be introduced at EU level as part of the gap filling mechanism of the Energy Union Governance to ensure the achievement of the EU energy efficiency targets for 2030.
