Consultancy Support for Digitalisation for the Police

Politiets fellestjenester (PFT), hereafter called the Contracting Authority, would like to enter into a Framework Agreement for consultancy support for digitalisation for the police.
Main Site : Oslo.
Based on procurements in previous years, a non-binding estimated value is approx. 1 000 000 000 NOK excluding VAT during the contract period.
Emphasis is put on the fact that the estimate is meant as a guideline and that it is very uncertain. The actual call-offs on the contract can be lower or higher than estimated. In order to ensure that the contract can be used to meet all the Contracting Authority`s need in the contract period, emphasis is put on the fact that the estimate is in no way to be understood as a maximum amount.
The procurement is divided into two (2) lots:
— Lot 1 is called `Partner`,
— Lot 2 is called `Consultant Liaison`.
Lot 1 is expected to have a considerably larger estimated value than lot 2, based on previous use.
The Contracting Authority intends to award a contract (parallel Framework Agreements) for Lot 1 to minimum the 3 tenderers who are deemed to have the best relationship between price and quality. The Contracting Authority reserves the right to enter into a contract with up to 5 tenderers if the result of the evaluation shows that this is required to meet the Contracting Authority`s competence and capacity needs. The intention is to have as few partners as possible with the best coverage of our needs.
An overview and a brief description of requirements: qualification requirements:
Norwegian tenderers must present a `Tax and VAT certificate`. The tax certificate can be ordered from Altinn, and it must not be older than 6 months calculated from the deadline for submitting a request for participation in the contest.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Qualification requirement:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
— Norwegian companies: company registration certificate,
— foreign companies: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

— a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
