Aim of the The tendering procedure is the conclusion of framework agreements with several contracting parties for consultancyservices in the field of banking supervisory requirements for IT (BAIT). The advertised service is divided into 5 lots.

For the coordination of the operationalization / rolling out of individual results of the implementation project BAIT into a following orderly operation in the bank, at the same timeIn the near future, the creation of a new organizational structure and the development of the "OE IT-Steering", the ISB needs external support, in particular with regard to a pilot function and quality assurance support.
The regulatory requirements for IT are steadily increasing, in particular by the BaFin on 3 November 2017 Published Circular 10/2017 "Regulatory requirements for diIn view of this, the ISB has already set up a number of 24 individual projects with the aim of achieving noteworthy risk mitigation already in 2018. As a coordinating link for the orderly operationalization of the individual topics and the future continuing operation currently an OE "IT-Steuerung" built up (organizational as well as personnel), which ensures that the individual results are coordinated and rolled out with due acceptance into the entire house and that then measurably ensures that the IT of the ISB will be efficient, effective, risk-oriented and compliant in the future.
The ISB runs its own IT in large parts and develops it further (closely to ITIL orientiert). In concrete terms, lot 1 requires active project support and quality assurance in the introduction of comprehensive IT control.
Overall, the following services must be provided:
- Creation of an IT control model concept, - Design of a first IT control model, - First Draft as an orientation aid in the sense of building a holistic, risk-orientedControl of IT (specification of KPIs, structures of processes),
- Review of existing concepts as well as ideas and benchmarking against best practice models, - Support and coaching of the person responsible for IT control in the development of the IT control model / cockpit and the "creation of an IT control unit" in the bank,
- the identification of necessary further organizationalTransformation in the bank / IT and its downstream implementation, - transformation of the new value system and the need for change in the organization and, if necessary, the culture of the bank (ie stakeholder management from the "board to the Pfoertner"), - Review of current project planning in the program IT governance

Other conditions for lot 1:
Lot 1 will be awarded to a tenderer. It is assumed that at least 3 days a week and an estimated total of 420 person-days. There are 60 person days to 2019 and each 120 person days to the years 2020, 2021, 2022. The tasks can be performed by one or more persons. The Einstallation planning takes place after consultation with the client. The contract begins in consultation directly after the award of the contract.
The awarding authority reserves the right to obtain a trade register extract pursuant to - 150a GewO from the most economical bidder.
