Open procedure for the procurement and maintenance of the baseline in SAP ECC environment and applications on SAP portal

With the determination to contract n. 371051 of 15.3.2018, this administration has decided to entrust the service of maintenance and development of the baseline in SAP ECC environment and applications on portalSAP.

Main Site: The location of the service and at the contractor's office (remote service) and the client's Rome and Florence offices (code NUTS ITI14 and ITI43).

With the determination to contract no. 371051 of 15.3.2018, this administration has decided to entrust the service of maintenance and development of the baseline in SAP ECC environment and applications on SAP portal.to be carried out by an open procedure and by applying the criterion of the most economically advantageous bid identified on the basis of the best quality / price ratio, pursuant to art. 60 and 95 of Legislative Decree 18.4.2016, n. 50 Code of public contracts.

Registration in the register held by the Chamber of Commerce, Industry, Crafts and Agriculture or in the register of the provincial commissions for crafts for activities consistent with those covered by this tender procedure.not established in Italy but in another Member State or in one of the countries referred to in 83, paragraph 3, of the Code, presents sworn declaration or according to the procedures in force in the State in which it is established.

Requirements of economic and financial capacity

Annual minimum annual turnover referred to each of the last n. 3 financial years available of 940 000.00 EUR excluding VAT; this requisite and required to ensure financial soundness for the duration of the contract. * The proof of the requirement is provided, pursuant to art. 86, paragraph 4, and all. XVII, part I, of the Code:

- for joint-stock companies: through the financial statements approved on the date of expiry of the deadline for the presentation of offers accompanied by the explanatory notes,

- for economic operators established inindividual business form or partnership: through the Unique Model or the VAT Declaration.

Or:

- for both types of economic operators: by means of a declaration concerning the global turnover. Where the information on the invoices is not available, for companies that have started the business for less than 3 years, the turnover requirements must be rapportati to the period of activity.

Pursuant to art. 86, paragraph 4, of the Code, the economic operator, who for justified reasons is not able to present the required references can prove its economic and financial capacity by any other document considered suitable by the contracting authority.

Guarantees supplied with the offer: competitors must presenter the guarantee pursuant to art. 93 of the Code, with the modalities provided for in the Competition Regulations.

Financing: self-financed services.

Subjects admitted to the tender: economic operators as per art. 45 of the Code.

Minimum conditions for participation: absence of grounds for exclusion pursuant to art. 80 of the Code. Possession of the requirements, pursuant to art. 83, paragraph 1, of the Code, so comand specified in the tender regulations. It is admitted the availment as regulated by the art. 89 of the Code.

Competitors established in other member states of the European Union must meet the above requirements, presenting the documentation in compliance with the regulations in force in the respective countries, together with the documents translated into Italian by an official translator, certifying their conformity to the-original text in the mother tongue.

The contract is not related to a project and / or program financed by EU funds.

Other information

Pursuant to art. 85 of the Code for participation in the tender, each economic operator must attach the Single European Competition Document (DGUE) drawn up in compliance with the guidelines contained in the Ministry of Infrastructure circular and-of transport of 18.7.2016 published in the GURI n.174 of 27.7.2016.
