Call for request to participate in a supervision assignment for the realization of an operational Antwerp Cooerdination Center

In the context of establishing the Antwerp Cooerdination Center (ACC), a design office must be appointed for the preparation of a program of requirements set by all stakeholdersbe worn including the corresponding cost estimate. Given that the continuation of the project depends on the validation of the program and the budget, the following sub-contracts are offered as compulsory options: drawing up a set of requirements, assistance with the tendering procedure for the appointment of a construction team, site monitoring and supervision during the implementation phase. The assignmentt is fully understood as an obligation of result.

The ACC aims to centralize, integrate and optimize the various actors within the nautical chain operation of the Port of Antwerp

The ACC is a sustainable `nautical-technical; 24/7 office building with specific character (inter alia control tower with communal work floor for shipping assistance of the Antwport, future proof digital applications incl. data center) and social facilities. Various internal and external stakeholders, each with their own specific powers, will operate within the nautical chain in the building.

The assignment for the engineering office comprises:

- phase 1: preparatory research, data collection and negotiations with all internal and external stakeholders (including FlemishGovernment more specifically the Pilotage and Shipping Assistance Division, Antwerp Port Authority, [...]) with the aim of obtaining a validated program of requirements, including the corresponding cost estimate. The future working method and collaborations of all ACC officials must be presented in a relationship matrix, spot plan and 3D simulation,

- phase 2 (mandatory option): preparation and validation of aspecifications and final cost estimate in function of conducting a negotiated procedure with prior call for competition for design, construction and maintenance of the ACC. (Design, Build, Maintain),

- phase 3 (mandatory option): active guidance in the different phases of the chosen tender procedure,

- phase 4 (mandatory option): follow-up and permanent monitoring of exportsfrom work up to and including provisional acceptance, including final settlement and delivery of the as-built file,

- phase 5 (mandatory option): follow-up of the guarantee period (2 years) up to and including final acceptance.

The tenderer submits it the Uniform European Tender Document for them, which consists of an updated self-declaration and that is already signed by the contracting authoritys Provisional evidence is accepted to replace documents or certificates issued by public authorities or third parties confirming that the tenderer concerned meets all of the following conditions:

1) he is not in one of the exclusion situations referred to in Articles 67 to 69 of the Law of 17.6.2016;

2) it meets the applicable selection criteria as a vasdrawn up in accordance with Article 71 of the Law of 17.6.2016

The contracting authority reserves the right to verify the data supporting this implicit declaration. Insofar as it has the possibility to do so, it will, in accordance with Article 65, -1 of the same Royal Decree, request information and documents from the data managers in order toexamine the condition of the candidate. If this possibility does not exist, the contracting authority may, at any stage of the procedure, request the necessary supporting documents.
