Vivier d'etudes marketing et d'opinion

The aim of the consultation is to set up a pool of service providers carrying out marketing and opinion studies using quantitative methodologies and / or for the needs of La Poste Group. This device targets complex studies, and / or multi-target, and / or barometric and / ou on large samples.

Main Site: FRANCE

Design and realization of quantitative and / or qualitative marketing and / or opinion studies on all thematics and all modes of collection. These studies may include: campaign tests, image reviews, notoriety, audience, readership survey, pre-test, post-test, tracking, mix-media, product mix test, segmentation, trade-off, uses and attitudes, satisfaction study, study on the customer journey, customer loyalty and relationship study, internal barometer, socio scope, audit. The estimated amount of this contract is estimated between 2 500 000 and 3 500 000 EUR / year

The candidate will submit, at the same time as the application for participation, the documents indicated below:

1) a K-bis or equivalence of - 6 months-and (2) if it is in receivership, a copy of the judgment (s) pronounced; (3) a duly dated statement signed in writing by the supplier, to justify its entry into none of the cases referred to in Article 45 (4) (1) and (4) of Ordinance No 2015-899 of 23.7.2015; (4) the certificates issued by the competent administrations and bodies attesting that thecandidate is not in a banning case referred to in Article 45 (2) of Order No. 2015-899, ie: - a certificate of vigilance issued by the URSSAF,

- a tax certificate justifying the regularity of its tax situation (payment of VAT, corporation tax or income tax),

- a certificate attesting to the legality of the taxits position with regard to the obligation of employment of disabled workers; (5) where applicable, the list of names of foreign employees employed by the candidate and subject to the work permit referred to in Article L. 5221-2 of the Labor Code, specifying for each employee, in accordance with Article D. 8254-2 of the Labor Code, his date of hiring, his nationality as well as the type andOrder number of the title being a work permit. Candidates established abroad provide the documents provided for in Articles D 8222-7 and D 8254-3 of the Labor Code;

6) where applicable, the documents provided for in Article R.1263-12 of the Labor Code. in case of detachment of employees. A candidate may use the capabilities of other economic operators, irrespective of the nature of theens that unite with these operators (subcontracting, co-contracting etc ...). If the candidate relies on the capabilities of other economic operators, he justifies the capabilities of this or these operators and provides evidence that it will have for the execution of the market. This proof may be furnished by any appropriate means. Failure to submit the aforementioned documents will result in the elimination of the eCandidate company.

Financial health, solvency and profitability of the candidate (this criterion represents 30% of the final mark). The candidate must provide La Poste with tax packages (also known as CERFA bundles) or equivalent documents (ie balance sheets, profit and loss accounts, numbered annexes from 2050 to 2059 inclusive and management reports) for the last 3 financial years. In case of creation rethe applicant may provide any other evidence to demonstrate its economic and financial capacity. Eliminatory criterion: the turnover of the candidate must be at least 4 000 000 EUR (HT) on the last fiscal year.

The request for participation accompanied with the information and documents requested in sections III.1.1 to III.1.3 (on information questionnaire orou free format) must be submitted to the eAchats platform by the date and time limit specified in section IV.2.2. The candidate wishing to answer via the information questionnaire may obtain it from the buyer using the declaration of interest form available on the La Poste website (Suppliers Area: http: //www.laposte. en / suppliers). toDocuments that can not be scanned must be returned by registered mail with acknowledgment of receipt or filed against receipt at the address of the Point of Contact before the same deadlines. In accordance with the provisions of Article 53 of Decree n2016-360 of 25.3.2016, the applicant is not required to provide the documents and information requested in this notice thati can be obtained via an electronic system for the provision of information administered by an official body or a digital storage space accessible free of charge by La Poste and its subsidiaries. In this case, the candidate will specify in the answer file all the information necessary to consult this system or this space. To get access to the platforme eAchats, formalities are as follows:

- The candidate must declare his interest by entering the form available on the website of La Poste (Suppliers Area: http://www.laposte.fr/fournisseurs). It obtains and validates the General Conditions of Use (GCU) of the eAchats platform, download the eAchats user guide and enter the necessary information onr the person who will use the eAchats platform,

- the candidate is subsequently invited by the buyer to connect to the eAchats platform by e-mail containing the modalities of connection. Terms of connection to the platform eAchats: - An Internet access to accept secure links (HTTPS),

- an email address for the future user of the platform-a computer equipped with either the Internet Explorer browser (v9 a v11) or the browser Firefox v24 or higher, or the browser Chrome.
