CPV Description: Energy upgrade - automation of communal space lighting systems - smart cities with energy saving in Delphi.

The tender concerns the promotion of a contractor for the energy upgrading and automation of the communal electrification systemin the Municipality of Delphi, through a public service contract. The upgrading of the Delphi Municipal Lighting System (road lighting), coupled with the reduction of energy consumption and the total cost of operation, will be achieved by:

1) the installation of new lamps / lights / headlamps of modern technology(2) the operation, at least at the Pillar level, in the communal space lighting system, but also at the level of the luminaire, for the the luminaires feature smart sensors and provide smart city services.

3) Periodic and Invasive Plus(4) utilization of the telecontrol system - remote control and control of energy, for the installation of necessary materials and software, for operation Pilot Smart Cities application (multiple services through a management platform).

GuaranteeThe tender of the candidate contractor must be accompanied by a letter of guarantee, in numerical and in writing, in euro, which is fixed at 2% of the estimated value of the contract without VAT and the right to clause EUR 115 713, 63.

Performance Guarantee

When signing the CPS, the Contractor owes-to submit a performance guarantee letter, the amount of which corresponds to 5% of the value of the SPS, excluding VAT, of the duration specified in the approved timetable for implementation mentioned in the SPS. by a recognized bank or credit institution or other organization legally entitled to issue letters of guarantee legally operating in Greece or in another countryMember of the EU or the European Economic Area (EEA) or to third countries that have signed the World Trade Organization (WTO) Agreement on Government Procurement, ratified by Law 2513/1997, as in force .

Guarantee of Good Operation and Maintenance

The letter of good functioning and maintenance will relate to the total duration of service provision and its amount will increaseat a rate of 2.5%, on the annual amount paid to the Contractor, to be provided by the SPS, excluding VAT, and will be renewed annually within the first month of each year of the SPS.

Budget

1) the estimated value of the SPS for the provision of services is derived from the saving of energy consumption during 12 years, amounts to EUR 7 174 245, 26, 24% VAT (VAT excluded: 5 785 681, 66 EUR - VAT: 1 388 563, 60 EUR). 2) The cost of the contract is borne by the Reg. 20-6279.001 appropriations for the financial year 2018 and amounting to EUR 130 010, 11, while the remaining amount resulting from the contract resulting from this call for tenders will relate to expenditure for subsequent financial years and will be entered in the budgetin the budgets of the following financial years and in accordance with the decision of the Economic Committee of the Municipality dated 582/29 December 2017. 3) a right of revision of the SPS is granted. which will be signed on the basis of Article 132 (1) (a) of Law 4412/2016.

4) the amount of energy savings will cover the Contractor's fees

5)(Service Provider) will be provided as follows:

1) the upgrading of the system will be completed within a maximum of 12 months and the bidders will submit implementation schedule in their technical offer.

2) The Contractor will be responsible for the operation of the new-system (lamps / lamps / headlamps) for 12 years

suitability for professional activity

Economic operators must be registered: (i) in one of the professional or trade registers kept in their Member State of establishment (ii) in addition, because of the nature of the object, it is an activity which is relevant to the subject matter of the competitionof the project, are required to be registered in the Register of the Ministry of the Environment and Energy, based on the Min. DE / 13280 / 7.6.2011 (Government Gazette Issue 1228 B / 2011). If the economic operator that is offering the offer has its registered office abroad, it is required to be registered with the relevant Registry Esco Registry.
